City Manager Evaluation ITEM: IA BACKGROUND:
Tonight the City Council will hold a closed session during the work session to conduct the City
Manager's annual performance evaluation for 2023. This will be a closed session per Minnesota
Statutes, section 13D.05, subd. 3(a).
Jason Wedel was appointed as City Manager of Prior Lake on October 14, 2019. The City
Manager is an at-will employee appointed by the City Council. The terms of employment for the
City Manager are set out in an employment agreement, which is approved by the City Council in
conjunction with the performance evaluation. In 2022, the City Council agreed to a two-year
employment agreement with the City Manager through 2024.
This year's evaluation process consists of a written assessment, combined into one document,
by each Council Member based upon the City's core performance competencies, including
customer service, communication, strategic and critical thinking, operational excellence, and
effective management. A written self-assessment is submitted to the City Council by the City
Manager as well.
The specific contents of the performance evaluation are considered private under M.S.13.43 of
the Minnesota Data Practices Act. If the Council is unable to complete the evaluation tonight, it
may continue deliberations and subsequent action to a future meeting.
A discussion with the Council and City Manager will be held during tonight's closed session. The
primary goal of the closed session is to determine whether the City Manager is performing his
responsibilities to the Council's satisfaction. At the regular Council meeting, a brief overview of
the evaluation will be provided.
