December 4, 2023
1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Burkart,
Churchill and Lake. Absent: None. Also in attendance was Finance Director Erickson, City Manager
Wedel, City Attorney Kendall, Police Chief Duggan and Clerk Simon.

Briggs: Earlier this evening the City Council met in a closed session to conduct City Manager
Wedel’s annual performance evaluation. Pursuant to 13D.05 Subd. 3(a) the city council found Man-
ager Wedels performance to be satisfactory.
Churchill: As a member of the City Manager evaluation committee, I am pleased to inform the
community that Manager Wedel has completed his fourth year as City Manager for the City of Prior
Lake. Manager Wedel has a two-year contract as a City Manager through December 2024. The
evaluation process consisted of a written assessment by each council member based upon the
city’s core performance competencies. Manager Wedel also submitted a written self-evaluation.
Manager Wedel received favorable evaluations by the City Council, exceed expectations for cus-
tomer service, communicating effectively, strategic thinking, operational excellence and managing
effectively. This completes the City Managers evaluation, and we look forward to having Manager
Wedel next year.

City Manager Wedel presented the item.

7. PUBLIC HEARINGS
A. Public Hearing for Resolution Approving Final 2024 City Budgets and Certifying Final
2024 City of Prior Lake Property Tax Levy to Scott County Department of Taxation
Finance Director Erickson presented the item.
Braid: It appears that the public safety budget is 51% of the general fund, correct?
Erickson: Correct.
Braid: What percentage is the unfunded mandates; it appears to be about $116,000?
Erickson: 0.7% increase of the total 10.97% levy increase.
Braid: We planned on implementing a full-time fire department last year, we agreed to phase it over
two years. Why did we do that?
Wedel: When we originally decided to move to a full-time fire department, we had applied for the
SAFER grant for federal funding assistance which we did not receive. In an effort to not take the full
cost in any one given year, we started in 2023 on July 1 so we would only have a half year of
expenses the first year. We did this to minimize the tax impact on residents. We will now have a full
year in 2024.
Braid: If we did not fund it now, what would happen?
Wedel: We would not be able to staff the full-time fire department.
Braid: How many meetings does the City Council have regarding the budget?

Erickson: 5 meetings, with full council attendance.
Wedel: The 5 includes the formal meetings. There were multiple informal meetings.
Braid: Could you comment on the tax rate? Why is that important to compare with other cities? Is
it reasonable to assume that if you had a $500,000 house and move to another city within Scott
County, the rate to which you paid in other cities would be higher correct?
Erickson: Yes, that is correct.
Lake: Could you briefly state a few things that have been done to decrease the tax rate impact on
residents?
Wedel: When we initially proposed the levy, it was much higher. Since September, staff have
worked to further refine and reduce the budget. Initially the rate was proposed for 11.84% and was
reduced to 10.97%.
Erickson: If you look at the strategic initiatives, there is $267,000 expenditure that was state aid
funding, so we were able to use that to take those expenses out.

Tom Chaklos, 3161 140th Street NW: Received the proposed taxes for 2024, my impact was about
$1800. The home that I am living in, existed on the property for quite some time, is too close to the
lake and now violates the setback laws making the value $0 for any new owners as it will need to
be demolished. Additionally, did Fire Department full time staffing decrease homeowners’ insurance
rates for citizens in Prior Lake?

Wedel: Regarding home valuation; each spring you will receive a notice from Scott County noting
a time and place in which you can speak with the county assessor’s office to evaluate that. I will
speak with the Fire Chief regarding the insurance rates. We can look at the ISO rating that insurance
agents use to determine your homeowner’s insurance rate, and those are evaluated annually.

Briggs: The previous questions were surrounded by our budget process. The progress that this
council has made in shifting from being dependent on debts and bonds to move towards a pay-go
method over the past several years is a great stride forward. It has its own challenges from a budget
perspective, but it puts our city on a better financial footing. Also, the shift to full-time fire and public
safety; this community has the highest regard in providing the best public safety. Financially chal-
lenging but the tradeoff is worth it for the enhanced public safety. Over the past 5 months we have
continuously worked to lessen the tax rate, mindful of the taxpayers.

Braid: This is year two of our public safety budget which has been a large priority of this council.
This budget continues to phase in our full-time fire department, reducing our call times in half. Also
includes the position of a new police officer. We invest in public safety to keep our crime rate low,
protecting our citizens and protecting our property values. This budget also includes multiple un-
funded mandates on us. Staff have worked to keep this rate down.
Lake: Against waste and unnecessary government. Also mindful of how hard finance and City Man-
ager Wedel worked to ensure we are responsible with taxpayers’ dollars. I was not serving on the
council when the full-time fire department was voted on, however currently serve on Citizens En-
gagement Committee and understand our citizens support our public safety and increased re-
sponse time.

Braid: MCES is the met council driven fee, correct?
Erickson: Correct, the cost is passed on to us.
Braid: The stormwater fee, is that because of the state mandated regulations?
Wedel: In the past we assessed for street and storm water. As the state has changed things, we
will treat storm sewer pipes the same as sanitary sewer and water by including the replacement
cost in the utility rates.
Braid: Summer vs. winter rate for water usage, you have to pay more to irrigate because the more
you use the higher you pay is that correct?

Wedel: Yes, that is correct to accommodate the high summer usage rates.
