It guides future investments for developments and improvements by establishing goals, policies, objectives, and overall priorities. 2018-2020: Planning Process 2020: Draft Plan Document Submitted 2023: Plan Updates & Finalization 2 2 Connectivity Goal: Provide an interconnected and accessible park, trail and greenway system for recreation and transportation Trail Connections Access to Recreation Varying Abilities Sense of Community & Celebration 3 Quality Sustainability Goal: Create a unique and high quality park and trail system that responds to the evolving demands of recreational trends, populations, demographics, and income levels Community Parks Neighborhood Parks Trails Programming Land Dedication Goal: Create a sustainable park, trail and recreation system that adequately meets the needs of the community Consolidation & Complementary Designs Partnership Opportunities Revenue Generation Minimize Maintenance & Replacement Needs Environmental Stewardship Funding & Implementation 3 Demographics Modifications Include: Updated to 2020 US Census results Added GIS based tapestry for general populations within Prior Lake 4 4 Park Listing Consolidation Consolidations Include: Cardinal Ridge (park, lawn and open space) Crystal Lake to include Hickory Shores Enclave at Cleary to include Whitetail Island Grainwood Crossing to include Heritage Park Jeffers Pond & Preserve Lakefront Park to include Watzl’s Beach = 51 listed parks instead of 57 5 5 Park Additions New Parks Added Trillium Cove Summit Ridge 6 6 Community Park Updates Modifications Include: Lakefront Park Master Plan The Ponds ballfield and playground improvements Spring Lake Park new pickleball development Thomas Ryan Miracle Field Concept Plan Miscellaneous improvements completed / updated ratings & priorities 7 7 Modified Recommendations Primary Modifications Include: Spring Lake Park changed from recommendation to develop pickleball and potentially sell remaining land, to develop site as a community park with athletic fields 8 8 Neighborhood Park Updates Primary Modifications Include: Option to remove Sunset Hills park development, resulting in modified recommendations for South Shore Drive Park and Willows Option to remove Indian Ridge Park development and (4) lots from park system resulting in additional recommendations for Fish Point Park Option to either remove development at North Shore Park or consider future redevelopment Miscellaneous improvements completed/ updated ratings & priorities 9 9 Modifications Include: Updated level of service with new parks added Quarter and half-mile radii shown for developed parks 10 Park Service Area Analysis 10 New Map: General locations for future community parks based on land availability and extent of development at Spring Lake Community Park General locations for future neighborhood parks based on actual land development and in relation to actual community park development Options shown 11 Park Search Area 11 Neighborhood Park example concept – small/medium 12 12 Neighborhood Park example concept – medium/large 13 13 Implementation Plan & Estimates Primary Modifications Include: Updated to current needs and 2023 dollars Priorities modified based on current conditions / needs, updated master plans, feasibility plans and estimates, and recent improvements Does not include community parks currently without a master plan or corresponding estimate Does not account for future park land acquisition and development 14 14 Next Steps 15 Council Adopts 2040 Park & Trail System Plan Met Council Approval Implement Plan Improvements 15 THANK YOU 16 16
