HomeMy WebLinkAbout01 09 2024 MVTA UpdateMVTA Update January 2024 MVTA Update Prior Lake City Council MVTA Update January 2024 Overview Minnesota Valley Transit Authority (MVTA) is the public transportation agency for seven suburbs: Apple Valley, Burnsville, Eagan, and Rosemount in Dakota County, Savage, Prior Lake and Shakopee in Scott County. MVTA is one of several independent bus transportation agencies formed in the 80s under state legislation that allowed outer-ring suburbs to form the Suburban Transit Association. MVTA MVTA Update January 2024 Overview –In 1982, fast-growing suburbs in the south and west of the Twin Cities sought legislation to create dedicated transit agencies to serve communities that were paying for transit services but, were not being served. –The Suburban Transit Association (STA) was founded in 1995 to bring together 11 suburban communities in the Twin Cities Metropolitan Area for providing public transit services. Vision –Providing high-quality, community-driven, and reliable transit service that meets identified customer needs. Suburban Transit Association MVTA Update January 2024 MVTA System Ridership by Month –1.3M Rides provided in 2023(27% increase from 2022) –October highest fixed route totals since pre-pandemic –Q3 2023 boost from State Fair/RF –Q3 2023 at about 58% of pre-pandemic levels (Q3 2019) –Q4 2023 at about 33% of pre-pandemic levels (Q4 2019) - 50,000 100,000 150,000 200,000 250,000 300,000 350,000 Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec 2019 2020 2021 2022 2023 MVTA Update January 2024 MVTA Connect –MVTA’s microtransit system currently serving a portion of the MVTA service area (Parts of Savage, Burnsville, Rosemount, Apple Valley, and Eagan) •Provides connections to residents to any location within where the service is currently offered –Record Ridership in 2023: Over 110K and demand continues to rise –State Legislature passed bill requiring financial assistance be provided through the new Metro Area Sales Tax funding to support suburban microtransit •MVTA currently in discussions with Met Council to receive its fair share of this funding •MVTA staff currently working on plans to expand Connect to Prior Lake and Shakopee –Majority of Connect customers are seniors, students, frontline workers making under 50K a year, who don’t have access to other transportation MVTA Update January 2024 STA’s Motor Vehicle Sales Tax Overview –Suburbs are locked into a 2001 snapshot of property tax percentage in the current Motor Vehicle Sales Tax (MVST) formula. –MVST formula doesn’t account for growth in suburbs relative to the rest of the region –MVST being a variable monthly funding source for transit
