Dear Mr. & Mrs. Speiker:
On June 9,2003, the City of Prior Lake received a building permit application for
the construction of a new commercial building on the above referenced property.
Section 1108.900 of the zoning ordinance requires that all uses in the C-3
(Specialty Retail) use district involving new construction or substantial building
alteration proceed through a site plan review process. The site plan review
procedure is an administrative review performed by City staff to identify all
relevant issues and permit requirements prior to the application for a building
permit.
Enclosed please find a site plan application. I have highlighted the information
required to be submitted to the City for review. Please submit the required
documents and the $300 application fee to my attention.

Dear Cynthia R Kirchoff:
This letter is in regards to the construction of our new office and retail building on the
comer of Main & Dakota.
Our general concept is to complete the structure and adjoining parking area, sidewalks,
and streetscape in such a manner as to negate major modification in a year or two.
Specifically:
. Has the city decided on street lighting? We would like to incorporate the new
streetlights with our new construction, sidewalk, etc.
· When do you plan on burying the overhead lines in downtown Prior Lake?
We intend to bury the service into our new building.
. We would like to install a "London Cobble" hand stamped sidewalk. This
stamping costs three times what regular concrete costs; accordingly, we want
assurances that the sidewalk won't be tom up in a year or two for some
streetscape improvements.
. Additionally, Cynthia, we would like you and your selected staffto walk the
site sometime soon so we can elaborate, enunciate, and fully explain/develop
the above.

Dear Mr. & Mrs. Speiker:
The City of Prior Lake has completed its site plan review for the above
referenced oevelopment application. This letter serves as official notice of
approval. Approval is subject to the following conditions:
1. The building shall be constructed as shown on the plans submitted on
June 17, 2003.
2. All signage shall require a separate sign permit. In the C-3 (Specialty
Retail) use district, the zoning ordinance permits no more than three
colors per sign and prohibits the internal illumination of signage.
3. The canopy on the west elevation of the building shall be constructed
of canvas or other fabric. Metal, wood shake, or plastic shall not be
used (Zoning Ordinance Section 1102.1108 (9)).
Enclosed is a copy of the approved site plan for your records. I have also
approved your building permit application for the Planning Department and
forwarded it to the Building Department. If you have any questions about the
building permit, please contact Bob Hutchins, Building Official, at (952) 447-9851.

Following are the results of the preliminary plan review for the Spieker Addition. Our
review was based on the Minnesota State Building Code (MSBC) which adopted with
amendments the 2000 International Building Code (mC) with handicap regulations of the
Minnesota Accessibility Code Chapter 1341. Also requirements of the 1998 Minnesota
State Fire Code (MSFC) which adopted with amendments the 1997 Uniform Fire Code
(UFC).
1. Submit signed HV AC, plumbing, emergency lighting/exit signs and sprinkler plans.
May be submitted at a later date.
