AGENDA ITEM: Resolution to Receive Bids and Award Contract for the Fish Point Phase 3 Improvement Project (CP 2023-03)
RECOMMENDED ACTION:
Adopt a resolution receiving bids and awarding the contract to McNamara Contracting for the Fish Point Phase 3 Improvement Project (CP 2023-03). BACKGROUND: The Fish Point Phase 3 Improvement Project includes a flashing yellow arrow (FYA) in both directions on TH13 and updated programmable components to maximize traffic flow in all directions through the intersection of Fish Point Road and TH 13.
The City received a total of four (4) bids on February 8, 2024, as summarized in the attached bid tabulation. The bids have been reviewed and tabulated by WSB & Associates, Inc. (WSB), the City’s consulting engineer on this project. McNamara Contracting of Rosemount, MN submitted
the low bid in the amount of $983,379.50. The low bid is 9.3% lower than the engineer’s estimate of $1,084,107.30

WSB has provided a recommendation letter (attached) to award this project to McNamara Contracting. FINANCIAL IMPACT: The total project cost for the Fish Point Phase 3 Improvement Project is $1,321,662.05 as
detailed below:

RESOLUTION 24- A RESOLUTION ACCEPTING BIDS AND AWARDING THE CONTRACT FOR THE FISH POINT PHASE 3 IMPROVEMENT PROJECT (CP 2023-03) Motion By: Second By:
WHEREAS, pursuant to an advertisement for bids for the Fish Point Phase 3 Improvement project, which includes signal and traffic flow improvements at the intersection of Fish Point Road and TH 13; and
WHEREAS, bids were received, opened, and tabulated according to law; and WHEREAS, the following bids were received complying with the advertisement:

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. McNamara Contracting is the lowest responsible bidder.
3. The Mayor and City Manager are hereby authorized to enter into the City’s standard contract with McNamara Contracting for the Fish Point Phase 3 Improvement Project in the amount of $983,379.30.
4. The City Manager is hereby authorized and directed to return to all bidders the deposits that accompanied their respective bids.
5. The total cost for this project $1,321,662.05, which includes a 5% contingency and 28% indirect costs:

Bids were received electronically for the above-referenced project on Thursday, February 8, 2024
and were opened and read aloud at an online bid opening meeting. Four bids were received. The
bids were checked for mathematical accuracy. Please find enclosed the bid summary indicating
the low bid as submitted by McNamara Contracting in Rosemount, Minnesota with a total bid
amount of $983,379.50. The Engineer’s Estimate was $1,084,107.30.
We recommend that the City Council consider this bid and award a contract in the amount of
983,379.50 to McNamara Contracting based on the results of the bids received.
