BACKGROUND: The Fish Point Phase 3 Improvement Project includes a flashing yellow arrow (FYA) in both directions on TH13 and updated programmable components to maximize traffic flow in all directions through the intersection of Fish Point Road and TH 13. The City received a total of four (4) bids on February 8, 2024, as summarized in the attached bid tabulation. The bids have been reviewed and tabulated by WSB & Associates, Inc. (WSB), the City’s consulting engineer on this project. McNamara Contracting of Rosemount, MN submitted the low bid in the amount of $983,379.50. The low bid is 9.3% lower than the engineer’s estimate of $1,084,107.30 COMPANY BID AMOUNT McNamara Contracting $983,379.30 Northwest $1,178,927.41 Valley Paving, Inc. $1,195,608.75 Meyer Contracting, Inc. $1,198,459.51 WSB has provided a recommendation letter (attached) to award this project to McNamara Contracting. FINANCIAL IMPACT: The total project cost for the Fish Point Phase 3 Improvement Project is $1,321,662.05 as detailed below: Item 5C Page | 2 Item Amount Bid $983,379.50 Contingency (5%) $49,168.98 Subtotal $1,032,548.48 Legal, Engineering, Administration, Finance (28%) $289,113.57 Total $1,321,662.05 The project is proposed to be funded as follows: Funding Source Amount Tax Levy $712,779.65 MnDOT Participation* $339,448.03 Utility Fund - Sewer $81,914.79 Utility Fund - Water $81,914.78 Utility Fund – Stormwater $105,604.80 Total $1,321,662.05 *Funds to be paid to the city by MnDOT in 2026 ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution receiving bids and awarding the contract to McNamara Contracting for the Fish Point Phase 3 Improvement Project (CP 2023-03). 2. Letter of Recommendation 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 24- A RESOLUTION ACCEPTING BIDS AND AWARDING THE CONTRACT FOR THE FISH POINT PHASE 3 IMPROVEMENT PROJECT (CP 2023-03) Motion By: Second By: WHEREAS, pursuant to an advertisement for bids for the Fish Point Phase 3 Improvement project, which includes signal and traffic flow improvements at the intersection of Fish Point Road and TH 13; and WHEREAS, bids were received, opened, and tabulated according to law; and WHEREAS, the following bids were received complying with the advertisement: COMPANY BID AMOUNT McNamara Contracting $983,379.30 Northwest $1,178,927.41 Valley Paving, Inc. $1,195,608.75 Meyer Contracting, Inc. $1,198,459.51 and WHEREAS, McNamara Contracting of Rosemount, MN is the lowest responsible bidder. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. McNamara Contracting is the lowest responsible bidder. 3. The Mayor and City Manager are hereby authorized to enter into the City’s standard contract with McNamara Contracting for the Fish Point Phase 3 Improvement Project in the amount of $983,379.30. 4. The City Manager is hereby authorized and directed to return to all bidders the deposits that accompanied their respective bids. 5. Four bids were received. The bids were checked for mathematical accuracy. Please find enclosed the bid summary indicating the low bid as submitted by McNamara Contracting in Rosemount, Minnesota with a total bid amount of $983,379.50. The Engineer’s Estimate was $1,084,107.30. We recommend that the City Council consider this bid and award a contract in the amount of 983,379.50 to McNamara Contracting based on the results of the bids received.
