Re: Proposal to Provide Professional Engineering Services
Interim Assistant Public Works Director and General Engineering Support Services
Dear Mr. Wedel:
On behalf of WSB, we are pleased to submit this Supplemental Agreement to our existing
Professional Services Agreement to support the City in an Interim Assistant Public Works Director
and a General Engineering capacity. We anticipate continuing this work for a six-month period.
WSB will continue to serve the City until such time as Interim Assistant Public Works Director
support is no longer needed by the City. At this time, WSB anticipates this work will continue
through February 28, 2025, and as we enter into the month of February, WSB and the City can
evaluate the need for on-site staff support after February 28, 2025 and amend the agreement as
necessary to best support the City.
We have developed an approach based on our understanding of your needs as well as our
familiarity with the City. Our approach includes the following:
Interim Assistant Public Works Director
Jupe Hale, PE will serve in this capacity for the City of Prior Lake. Jupe spent 10-years with the
City of Maple Grove serving in the Assistant City Engineer/Assistant Public Works Director
capacity, and is well-suited to support the City of Prior Lake. A copy of Jupe’s project management
experience with public infrastructure improvements is also attached.
We expect to provide the following services to the City based on our discussion with you:
A.1 General Scope of Services for Interim Assistant Public Works Director
The City intends to retain WSB (Engineer) as the Interim Assistant Public Works Director
and to provide general engineering, public works and other related professional services,
up to 24-hours per week. Typical general services (not all-inclusive) are listed below.
A.1.1 Office Hours. The Engineer will provide support services and generally maintain
office hours at the City’s Maintenance Shop for 2 days per week for a total of 16-
hours, with in-office days to be mutually agreed upon by the City and WSB.
The Engineer and the Director of Public Works/City Engineer will evaluate the
office hours required to provide service as needed , either remotely or in-person,
and make adjustments agreeable to both parties. Additional support, up to an

additional 8 hours per week, is proposed to be provided as needed off-site.
However, WSB will work with the City to evaluate if additional on-site support is
required on a week-by-week basis (in the form of an additional 8-hour in-office
day) as schedules permit.
A.1.2 Meeting Attendance. The Engineer or other WSB staff members as approved
will attend the following meetings as requested:
1. Public Works Staff Meetings
2. Project-specific meetings where the Engineer is serving as the City’s
Project Manager for the project.
A.1.3 Project Management: The Engineer will serve as the City’s representative and
Project Manager for the following improvement projects:
• Lakeside Sewer Lining Project
• Pike Lake Landing warranty work
• Stormwater Infrastructure Resiliency Study
• Panema Avenue and TH 13 Water Quality Retrofit Project
• Water Treatment Plant Filter Cell Evaluation
• CIP Lift Station Projects
A.1.4 General Public Works Support. The Engineer will provide general Public Works
support as requested by the Director of Public Works and other
departments. Such services may include:
• Staff coordination and direction
• Participation in key City project meetings
• Leading project communication
• Support of Department budget development and management
• Capital Improvement Plan updates
• Mentoring and coaching City staff
Basis of Compensation – Interim Assistant Public Works Director
We will provide the above-described services for the Interim Assistant Public Works Director
position for a monthly retainer of $14,000.
This rate is all inclusive with no ancillary expenses related to mileage, etc. Services that may be
requested or provided that are outside of the general services outlined above will be charged at
WSB’s regular hourly rates.
For any development review work, Jupe will be billed at his 2024 and anticipated 2025 standard
hourly billing rates of $258/hour and $273/hour, respectively. Costs associated with this task will
be billed per project and reimbursed to the City through development fees collected.
General Engineering Support
Kris Keller PE will serve in this capacity for the City of Prior Lake.

Scope of Services for General Engineering Support
• Attending weekly DRC meetings as requested by City Staff.
• Providing office hours on a specified schedule for regular and predictable availability, assumed
to be one day per week, as well as flexibility to schedule additional meetings as needed.
1. Kris will also be available to provide additional support off-site when not in office.
• Supporting General Engineering to augment City Staff during peak workloads. This may
include review of permit applications, assistance with daily operations in the Engineering
Department, and general support of City of Prior Lake staff.
Basis of Compensation –General Engineering Support
• For General Engineering Support work, Kris will be billed at an hourly rate of $141/hour for
2024 and $151/hour for 2025. Prior to beginning work on any General Engineering Support
work, Kris will seek authorization from the Interim Public Works Director/City Engineer after
clearly defining the scope and expectations for deliverables. We are proposing to provide up
to 150-hours of General Engineering Support with this contract, or up to $28,840. The City will
be billed for these services on an hourly basis each month, as needed and directed by the
Interim Public Works Director.
This list is not all-inclusive, nor is it meant to be. We are comfortable working with you to prioritize
the time spent on specific activities to get the most out of the time allocated to the position.
The description of General Engineering Support duties will supplement those duties and services
Kris is already providing, namely, development review, to the City of Prior Lake under the terms of
our previous agreement.
Start Date
We propose to have this contract begin upon authorization. We understand the City will generate
a Task Order for the work in accordance with our Master Service Agreement dated April 2020.

Jupe has been a Senior Project Manager, Construction Manager and Design Engineer
specializing in complex municipal and transportation projects for over 30 years. Jupe’s
combination of experience in both the private and public sectors brings his clients unique
perspective. He is experienced at managing the design and construction delivery to
clients, but also managing the public-facing side of the delivery, whether it be residents
or elected officials. Further, his role as leader within a public works department allows
him to incorporate long-term maintenance and ultimate reconstruction considerations
into the design.

Main Street Reconstruction | Maple Grove, MN
CLIENT: CITY OF MAPLE GROVE
PROJECT DURATION: JAN 2021 - NOV 2022
Jupe was the Project Manager for the City of Maple Grove to deliver a full reconstruct of the city’s
premier downtown area. Key project components included replacement of deteriorating decorative
concrete intersections and plaza areas, creation of enhanced pedestrian gathering areas, and ADA
corrections, all while maintaining access to active businesses within the compact corridor. Jupe’s
role leveraged his design and construction expertise into being the primary point of contact and
responsible party for delivering this high-profile improvement under the spotlight of residents,
influential downtown business association, and city council.
Street Reconstruction Projects I Maple Grove, MN
CLIENT: CITY OF MAPLE GROVE
PROJECT DURATION: 2015 – 2023
While at the City of Maple Grove, Jupe was the program manager for the city’s annual street
reconstruction program. In a typical year, the city rebuilt between 6 and 10 miles of local and/
or State Aid streets, typically administered as three individual projects, totaling between $8
million and $12 million in annual project costs. Jupe oversaw the pavement analysis and five-year
programming cycles, prepared the feasibility reports and assessment rolls in conformance to the
Statute 429 process, scheduled and conducted the public hearings, and presented the projects to
city council for approval. In addition, Jupe served as the engineer of record for city staff prepared
plans, and managed the city’s consultant for topographic survey, geotechnical analysis, additional
plan preparation, and construction administration. Project components typically included full
depth reclamation plus mill and overlay, curb replacement, sidewalk and trail enhancements for
ADA compliance, storm sewer analysis and corrections/enhancements, and water main and service
line replacement.
CSAH 102 (Douglas Drive) | Golden Valley, MN
CLIENT: CITY OF GOLDEN VALLEY
PROJECT DURATION: APR 2013 - JAN 2016
Jupe served as project manager responsible for the transportation element of the corridor planning
study and for preparation of preliminary design, final design, and environmental documentation.
Project includes $20 million of right-of-way, street, trail, stormwater, and utility improvements.
Directed decision-making and documentation regarding selection of two roundabouts to replace
existing traffic signals, as well as coordination with two additional signalized intersections.
