RESOLUTION 24-096 A RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT AND APPROVING A WORK ORDER WITH BOLTON & MENK, INC., FOR THE FROST POINT CIR SE RECONSTRUCTION PROJECT (2024-18) Motion By: Braid Second By: Churchill
WHEREAS, residents have expressed interest in a street and utility reconstruction project on Frost Point Cir SE and submitted a signed petition for such improvements
to the city on July 31, 2024; and, WHEREAS, Staff provided background information and discussed the details of a potential project with the City Council at a work session on August 27, 2024; and WHEREAS, City Council recommended staff solicit a proposal from a consultant in the city’s consulting pool to prepare a feasibility report that will include a project cost estimate and proposed funding; and WHEREAS, Bolton & Menk, Inc., a member of the city’s consultant pool, has provided a proposal in the amount of $34,855 to develop the feasibility report and provide project management and public engagement services during the “feasibility stage” for this project; and WHEREAS, Staff recommend executing a work order with Bolton & Menk, Inc. to proceed with the development of the feasibility report. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows:
1. The recitals set forth above are incorporated herein. 2. A certain petition requesting the improvement of Frost Point Circle SE, filed with the council July 31, 2024, is hereby declared to be signed by the required percentage of owners of property affected thereby. This declaration is made in conformity to Minn. Stat. § 429.035.
3. The Mayor and City Manager are hereby authorized to execute a work order with Bolton & Menk, Inc. in the amount of $34,855 for the development of the feasibility report for the Frost Point Cir SE Reconstruction Project (2024-18).
4. The funding for this project will come from fund balance in the Construction Fund (501).
