HomeMy WebLinkAbout05(E) - Resolution Approving a Work Order for Engineering Services for the Wilds Booster Station and Well 6 Generator Replacement (2024-04) ReportPage 1 of 2 Public Works Consultant Pool Work Order Engineering Services for the Wilds Booster Station and Well 6 Generator Replacement (2024-04) BARR ENGINEERING This work order (“Work Order”) is issued on this 8th day of October, 2024 by the City of Prior Lake (“City”) pursuant to the Public Works Consultant Pool – Master Agreement dated April 20, 2020 (“Contract”) between the City and Barr Engineering (“Consultant”). Based on the mutual promises and covenants set forth herein, the sufficiency of which are hereby acknowledged, the City and Consultant agree as follows: 1.Scope of Work Order. Consultant agrees to provide, perform and complete all the services requested by the City in this Work Order and attached Exhibit 1 (“Work”), which Work shall be subject to the terms and conditions of this Work Order and the Contract. 2.Term of Work Order. All Work requested by this Work Order shall be completed by December 31, 2025. 3.Compensation for Work Order. City agrees to pay the Consultant a fixed sum of $23,000 as full and complete payment for the Work requested by this Work Order. 4.Consultant Representative. Consultant has designated Mark Ziemer to manage the Work Order subject to the supervision of Consultant’s representative. Project Description The project generally consists of design, bidding, and construction phase services for the addition of a standby generator to the existing Prior Lake Wilds Booster Station and nearby Well #6. We anticipate that, based on physical proximity, both facilities will be served by a single generator. As part of the effort Barr will provide preliminary design, full design, bidding, and construction phase services for the generator addition, which are more fully outlined below. Proposed Scope of Services Barr Engineering Company proposes to provide the following professional engineering services to the City of Prior Lake, based on three proposed phases/tasks: Task 1 – Preliminary Design: 1. A site visit is not included based on our previous knowledge of the facility in connection with other projects. 2. Evaluate and recommend a generator size (electrical capacity) based on connected loads and historical electrical demand data. 3. In the event that the City pursues a natural gas fired generator, communicate with the serving natural gas utility to verify sufficient gas line capacity. 4. Provide preliminary drawings indicating proposed location for the new generator. For purposes of this proposal, the generator is assumed to be an outdoor unit located adjacent to the Wilds Booster Station. 5. Provide preliminary estimate (opinion of probable construction cost). Provide electrical plans and detail drawings which outline the electrical work. Drawings will be certified by registered professional engineer and provided in Adobe PDF format. 2. Provide electrical technical specifications which outline the electrical work. 3. Provide full engineering estimate/cost opinion for the work. For purposes of this proposal, we anticipate that the estimated value of the project will be under the threshold value to enable direct solicitation of quotes from multiple contractors (versus open bidding, which would involve additional services). 4. Bid phase services to include responding to questions from quote respondents. We will issue addenda if necessary. Task 3 – Construction Phase Services: 1. Construction phase services to include review of submittals, one interim site visit to verify the progress of the work, and one final site visit with associated punch list, and observation of generator installation testing. Proposed Fees Barr Engineering Company proposes to provide the described services for this project on an hourly basis to a maximum budget broken down by project phase as follows: Task 1: Preliminary Design: $3,500 Task 2: Design and Bidding Documents: $12,000 Task 3: Construction Phase Services: $7,500 Total Project Budget (Engineering Services): $23,000 Services will be billed monthly according to the work completed.
