CITY COUNCIL MEETING MINUTES
September 10, 2024
1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Burkart,
Churchill and Lake. Absent: None. Also in attendance was City Manager Wedel, Police Chief
Duggan, Community Development Director McCabe, Assistant Finance Director Klekkner and City
Clerk Simon.

Braid: acknowledge agenda item 5E. Bringing examples of how the council listens to the citizens’
voices to make changes to the City.
Briggs: acknowledge agenda item 5H. Productive meeting with senior staff with habitat for human-
ity. Twelve units are being built in Prior Lake. This will help the development gap, some being the
production of these homes. Supportive and looking forward to working more with habitat for human-
ity.

The motion carried.
Braid: We work hard to keep debt down even with the road construction. Due to the road Prior Lake
growing so quickly in history we seem to monitor this more now than in years past. Reconstruction
can be far more expensive than the reclamation that the funds go to. Maintaining the roads now will
save the taxpayers money. Increases are not comfortable for anyone, and we understand the im-
pact it can have on families, but we are trying to maintain the tax rate and the streets so that we
don’t have anymore debt. I will be in support of this.
Lake: Second council member Braid, pay as you go instead of encouraging new debt. I will be in
support of this.
Briggs: Franchise fee was in effect for three years, It contributed 28% of the most recent road work
construction. When franchise fees went up it contributes a dollar fifty to the general fund It will
remain that price even with inflation. I will be supporting the motion.

B. Approval of a Joint Resolution Providing for the Orderly Annexation of Certain Areas Within Spring Lake Township to the City of Prior Lake Pursuant to Minnesota Statutes § 414.0325 Community Development Director McCabe presented the item.

Briggs: Township Board did take action…. correct?
McCabe: Correct, Township board approved this in August Briggs: No modifications to the agreement? McCabe: Correct.
Braid: New agreement is flexible and allows development to occur naturally, also extends water and sewage to homes in the 1900 acres. The previous council invested seven million dollars, and the county has invested 35 million in infrastructure. New agreements protect those investments and protect Prior Lake from state mandated law that would strip local control. Personal congratulations and thank you to City Manager Wedel and Community Development Director McCabe for working through this to get an agreement that works for both Prior Lake and Spring Lake Township. Extend congratulations to the Mayor, Councilors and Spring Lake Township board members.
Burkart: Would like to Thank the members of Spring Lake Township that are present tonight and for there efforts. Is in favor of the new agreement. Believes it is a good deal for both parties. We
are losing 24-1 and 24-2 be we are gaining a stable agreement that will remove future negations and an annexation with Prior Lakes timeline. Prior Lake also gains rural, industrial and commercial areas for Prior Lake community. The most important the agreements improve our relationship with our neighbor. Expressed gratitude to City Manager Wedel, Director McCabe, The Mayor and coun-cilor Braid for the efforts for this agreement.

Lake: Wants to mention he has seen how much how and what a big deal this is. Very thankful we can put this behind us and thankful for all the work that went in.
Briggs: Very grateful for this. Opportunity for Prior Lake and Spring Lake Township to work together again. Acknowledge the members of Spring Lake Township that came to the meeting. Will be in full
