AGENDA ITEM: Consider a Recommendation of Approval for a Combined Preliminary and
Final Plat to be known as Revere Addition
DISCUSSION: Introduction
Property owner, M.P. Holdings, LLC, has applied for approval of a Combined
Preliminary and Final Plat to be known as Revere Addition. The applicant is
proposing to subdivide their property to create on developable parcel of
approximately 1.42 acres, one Outlot of approximately 7.16 acres to be
reserved for future development, and dedicate the necessary public right-of-
way. The subject property is located north of CH21, south of 170th Street East,
and on both the west and east sides of Revere Way at 6025 170th Street East.
History
The property is largely vacant. The applicant is proposing to create an
approximate 1.42 acre parcel to the west of Revere Way that is currently
occupied with a 4,860 sq. ft. pole building and surface parking lot. The east side
of Revere Way is proposed for future development and is being platted as an
approximate 7.16 acre Outlot.
When this property was annexed into the City of Prior Lake from Credit River
Township in 2018, the property owner at the time dedicated an access
easement to allow for a future extension of Revere Way from CH21 to 170th St.
The current property owner worked with the City of Prior Lake and Scott County
to ensure sufficient right-of-way, utility and construction easements were
provided during the recent CH21/Revere Way/170th Street intersection and
street impvoement project. The combined preliminary and final plat will
formalize the previous easements as dedicated public right-of-way.
Subsection 1002.400 of City Code allows for the combination of a preliminary
and final plat in one action due to the simplicity of the proposed subdivision,
provided:
➢ The resulting subdivision contains no more than 5 lots.
➢ The proposed subdivision is located in an area where streets and utilities
are in place and capable of serving the subdivision.
➢ The proposed subdivision does not require the dedication or
construction of future streets and will not interfere with the development
of adjacent properties.
➢ The resulting lots shall conform with all provisions of the Zoning Code
unless a variance has been granted.
Current Circumstances
The following paragraphs outline the physical characteristics of the existing site,
the comprehensive plan and zoning designations, and a description of some of
the specifics of the site.
PHYSICAL SITE CHARACTERISTICS:
Total Site Area: The total site area is 10 acres with is proposed to be subdivided
into a 1.42 acre lot, a 7.17 acre Outlot, and 1.41 acres of right of way.
Wetlands: There is a wetland on the parcel to the east that extends over a very
small potion of the southeast corner of the proposed Outlot. No development is
planned or will be allowed on that parcel until it a final plat of the Outlot is
approved in the future.
Access: Access to the site is currently available from 170th Street E and Revere
Way.
2030 Comprehensive Plan Designation: This property is designated for
Retail/General Businesson the 2040 Comprehensive Plan Land Use Map.
Zoning: The subject property is currently zoned R-1, low density residential as
Prior Lake City Code automatically designates all annexed property as R-1 on
the official zoning map. The subject property will need to be rezoned to C-2
General Business to conform with the Comprehensive Land Use Plan Map
guidance.
Parks / Trails: No park or trails are proposed.
Fees and Assessments: This development will be subject to the standard
development agreement and related subdivision development fees including
park dedication, and trunk utility service charges.
Sanitary Sewer / Water Mains: Sanitary sewer and water mains were
extended to serve these parcels as part of the recent CH21/Revere Way/170th
Street intersection and street improvement project. Utilities are available and
appropriately sized to serve this area.
Grading / Storm water: No changes to grading or stormwater are proposed as
part of this action. The property owner paid to oversize a stormwater retention
pond located to the west of the parcel to meet stormwater requirements for the
parcel to the west of Revere Way as part of the CH21/Revere/170th Street
project. In addition, the property owner paid to have a stormwater pipe installed
in Revere Way to accommodate future stormwater requirements on the parcel
to the east of Revere Way. Stormwater requirements and grading plans will be
reviewed by City staff and the Planning Commission as part of future
development and subdivision applications prior to construction activities.
Conclusion
City staff is supportive of the request for combined preliminary and final plat
approval. The action proposed by the property owner has been anticipated as
the next required step prior to sale or further development of the property.
ALTERNATIVES: 1. Motion and a second to recommend the City Council approve the Combined
Preliminary Plat and Final for Revere Addition subject to the comments
listed in the November 6, 2024 Community Development / Public Works
memorandum.
2. Motion and a second to recommend the City Council deny the preliminary
plat request based upon findings of fact.
3. Motion and a second to table this item to a future Planning Commission
meeting and provide the applicant with direction.

Memorandum

Re: Revere Addition Review Memo
We have reviewed the Existing Condition, Preliminary Plat and Final Plat for Revere Addition prepared by
Probe Engineering Company, Inc. dated 10/24/24. The following comments were received:
General
1. The action is to consider a combined preliminary and final plat. No grading or other development
plans were considered or approved. Future site grading will require the issuance of a grading
permit and submittal of all required permits from regulatory agencies as may be applicable (MCES,
Minnesota Pollution Control Agency, Minnesota Department of Health, NPDES, etc.)
2. A minimum of 75 feet of right of way (ROW) shall be dedicated from the street centerline of CSAH
21.
a. Please verify the a minimum of 75 feet from centerline has been dedicated.
b. Please show all right of way as a public dedication on the plat opposed to easements in
favor of the City of Prior Lake or Scott County.
3. A drainage easement is needed over Lot 1, Block 1, in favor of Outlot A for a future stormwater pipe
that will outlet in the pond. This easement should be granted prior to recording the Final Plat.
4. Outlot A will need to receive Final Plat approval from the City of Prior Lake prior to development
or construction activity.
5. Stormwater, grading, utility, erosion control/SWPPP, and wetland plans will need to be evaluated
at a future date prior to development of Outlot A.
6. A building permit shall be issued by the City of Prior Lake prior to any construction activities on
the site.
7. A utility plan prepared by a professional civil engineer registered in the State of Minnesota shall
be submitted for review and approval by City staff prior to any utility connection.
8. The parcel shall be rezoned to C-2, General Business in conformance with Comprehensive Land
Use Plan guidance.
9. No ponding, berming, signage, or landscaping is permitted in the City or County right of way, and
any work within the right of way shall require a City or County permit.
