Feasibility Report for the Horkey Bridge Rehabilitation (2025-08)
WSB & ASSOCIATES, INCORPORATED, dba WSB
This work order (“Work Order”) is issued on this 26th day of November, 2024 by the City of Prior
Lake (“City”) pursuant to the Public Works Consultant Pool – Master Agreement dated April 20,
2020 (“Contract”) between the City and WSB & Associates, Incorporated, dba WSB
(“Consultant”).
Based on the mutual promises and covenants set forth herein, the sufficiency of which are
hereby acknowledged, the City and Consultant agree as follows:
1.Scope of Work Order. Consultant agrees to provide, perform and complete all the services
requested by the City in this Work Order and attached Exhibit 1 (“Work”), which Work shall
be subject to the terms and conditions of this Work Order and the Contract.
2.Term of Work Order. All Work requested by this Work Order shall be completed by June
30, 2025.
3.Compensation for Work Order. City agrees to pay the Consultant an amount not to
exceed $29,600 as full and complete payment for the Work requested by this Work Order.
4.Consultant Representative. Consultant has designated Carl Osberg to manage the Work
Order subject to the supervision of Consultant’s representative.

Dear Nick:
Attached for your review and approval is our proposed scope of services, fee, and schedule for
providing professional engineering services to provide an alternatives/feasibility study for
replacing the existing timber boardwalk at Horkey Park. The primary purpose of the study is to
identify the best suited bridge to fit the site and meets the needs of the City and users.
We look forward to working with you on this project. All work will be completed in accordance with
our Master Services Agreement, dated April 2020. If you are in agreement with the proposal,
please forward a Work Order for execution by both parties. If you should have any questions

SCOPE OF ENGINEERING SERVICES
FOR
HORKEY PARK BOARDWALK FEASILBITY STUDY
CITY OF PRIOR LAKE, MN
The City of Prior Lake is seeking a firm to provide a feasibility study for the improvement of an
existing 275’ long timber boardwalk in Horkey Park. The feasibility study will develop and analyze
up to 7 alternatives including rehabilitation and replacement options. The study will present
descriptions with pros and cons, cost estimates, maintenance costs, structural life expectancy, and
funding resource. This document will allow the City to select a preferred alternative that can be
budgeted and developed into a design and construction project.
SCOPE OF ENGINEERING SERVICES
Task 1 – Project Management
Project management will be performed throughout the course of this short project. The following
subtasks are included as part of Project Management:
1.1 Provide general project management, invoices, and coordination. Tracking project
deliverables and budget are included.
1.2 Schedule/attend 3 meetings with the City of Prior Lake.
1.2.1 The meetings will consist of:
1.2.1.1 Kick Mtg – discuss, scope, budget, expectations, alternatives
1.2.1.2 Progress Meeting – discuss alternatives progress
1.2.1.3 Submittal Meeting – discuss draft study report and resolve
comments
Deliverables: Three virtual or in-person meetings
Task 2 – Data Collection/Review and Site Visit
This task consists of requesting and reviewing existing documents - boardwalk plans and
inspection reports, ROW limits, wetland limits, hydraulics/flooding data, and nearby borings
(Marsh Drive Extension project).
Our team will also visit the site to further evaluate the rehabilitation alternatives’ efforts.
Deliverables: Document Review and Site Visit.
Task 3 – Alternatives Analysis
This task consists of developing boardwalk improvement alternatives. WSB will evaluate 7 different
alternatives as listed below. For each alternative WSB will provide a sketch, design cost estimate,
construction cost estimate, lifespan estimate, list of pros/cons, and potential funding sources.
3.1 Do Nothing
3.2 Minor Rehabilitation/Retrofit
3.3 Major Rehabilitation/Retrofit
3.4 Replacement - Earthen causeway with shorter bridge
3.5 Replacement - Timber framing
3.6 Replacement - Concrete or steel framing
3.7 Replacement - Prefabricated trusses

Task 4 - Funding Analysis
WSB will examine the funding opportunities for the improvements of the boardwalk. This will
include looking for County, State and Federal grants, cost participation opportunities. All funding
options will be included in the feasibility reports.
Task 5 - Geotechnical Investigation (Additional Task)
WSB has not included geotechnical services in this scope of services. WSB will use
geotechnical data collected from other nearby areas of the City and make assumptions
regarding soils types for the Horkey Park area. However, more refined cost estimates can
be prepared with the benefit of geotechnical services. WSB can provide a separate quote
for geotechnical services as a preferred alternative is selected.
TOTAL ESTIMATED ENGINEERING FEE
The fees for the described services will be charged on an hourly, not to exceed basis. An estimate
of hours and fee per task is shown below. WSB recommends that a not-to-exceed budget of
$19,600 be established for this work.
Task 1: (Project Management, Invoices and Meetings)
14 hours = 14 x $200 = $3,500
Task 2: Data Collection/Review and Site Visit
16 Hours = 16 x $250 = $4,000
Task 3: Alternatives Analysis
32 hours = 32 x $250 = $8,000
Task 4: Funding Analysis
18 hours = 18 x $225 = $4,050
Task 5: Geotechnical Investigation (Not Included)
