CALL TO ORDER Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Burkart, Churchill and Lake. Also in attendance was City Manager Wedel, Community Development Director McCabe, Public Works Director Monserud, Assistant City Engineer Schwarz, City Attorney Kendall and City Clerk Simon. 2. Proclamation for Small Business Saturday on November 30th, 2024 City Manager Wedel presented the item; Mayor Briggs presented the proclamation. Recess for photos called at 7:07 pm. Meeting reconvened at 7:08 pm. 7. PUBLIC HEARINGS A. Hearing to Consider an Appeal of a Variance Denial Related to Construction of Retaining Walls within Bluff and Bluff Impact Zone at 15370 Fish Point Road SE Community Development Director McCabe Presented an Item. 8. OLD BUSINESS A. Adopt a Resolution Ordering the Improvements for the Martindale Henning Hickory Rec- lamation Project (CP 2025-03) Public Works Director Monserud and Assistant City Engineer Schwarz presented the item. Burkart: Difference between bituminous curb and no curb? Monserud: Biggest difference is stormwater direction and control. 11 26 2024 City Council Meeting Minutes Briggs: Can you please provide feedback from the open house in July from residence? As well as what city staff has done since then? Monserud: Good attendance at open house, overall heard bituminous curb from residents. Briggs: Any additional communication on characterization on input for this project? Monserud: Yes, feedback from residents was all over the place. Wedel: Meeting in July that got tabled, meeting with neighborhood in October, letter sent to resi- dents with summary of feedback and decision in mid-November. Schwarz:14 citizens stated asphalt only or no project, around 4 citizens fully support concert curb, a number that supported concrete curb with the bituminous in total heard from 22 of 30 residents. Braid: When was the petition received? Schwarz: Directly after the public hearing. Braid: Trying to decipher how much feedback we heard from the neighborhood. Lake: What is currently there- bituminous curb correct? Monserud: Yes, it is bituminous. Braid: Would like to see another neighborhood meeting to ensure all neighbors could attend. Churchill: How would a delay affect the timeline of the project? Could the project occur in 2025? Monserud: Potentially, we are pushing the envelope. Wedel: Realistically, it would likely get pushed to 2026. We try to secure bids in the early part of the year. Churchill: How would pushing it off a year affect the road? Monserud: It could survive another year. Briggs: We haven’t heard anything for residents either way for this project sense the last meeting in July. We have given the opportunity for adequate input. We have done two open houses and one mailing. Churchill: How much the cost would go up if we did delay? Impact on assessment on taxpayers? Monserud: It will go up for construction cost and consultant fees. Braid: Would we miss the bid window by waiting until April to open up for bid? 11 26 2024 City Council Meeting Minutes Wedel: Correct, we would try to do bids in January and February. This project is quick so flexibility is a little better with this size of a project. If we were to delay it, we have a specified time frame to call the project so we would need another public hearing. Lake: Is it fair to say the majority of the project area support this? Monserud: Yes, 30 residents in the area support 14 petitioned and 3 or 4 as a yes with concrete curb and gutter.
