ARTS AND CULTURE COMMITTEE
MEETING MINUTES
Thursday, October 26, 2023 – 3:30 p.m.
Parkview Community Room, Prior Lake City Hall
1. CALL TO ORDER
The meeting was called to order at 3:30 p.m. In attendance were Erin Belanger Braid, Alejandra Pelinka, Lavonne
Augustson, Jeanine Bigalk, Marie Boucher-Hoese, Patty Dronen, and Community Development Director Casey
McCabe.
2. APPROVAL OF AGENDA
Motion by Boucher-Hoese and seconded by Bigalk to approve the agenda. All in favor.
3. APPROVAL OF MEETING MINUTES
A. September 28, 2023
Motion by Augustson and seconded by Bigalk to approve the September 28, 2023 meeting minutes. All in
favor.
4. PRESENTATION / DISCUSSION
A. None
5. OLD BUSINESS
A. Sidewalk Quotes
ACC Members: finalized the seven quotes that will be submitted for a community vote and ultimately etched
in the downtown sidewalks. Staff will coordinate the community vote with residents asked to vote for their top
two selections and provide an opportunity to submit an alternate quote for future consideration. Committee
members recommended a second call for submissions for quotes by the community be requested to gather
more options in the future.
B. Joint EDA/ACC Discussion Topics
ACC Members: discussed potential discussion topics for the joint EDA/ACC meeting on November 13th,
including, public/private financing for future community art projects; updating the EDA on projects the ACC
will be working on in the near-term including a CH21 bridge mural; and status of the friends of the arts Prior
Lake nonprofit organization.
C. ShoreLife Mural Unveiling Follow Up
ACC Members: were pleased with how the first community artist program went and the mural unveiling.
Committee members were grateful for the time and quality of product produced by the muralist, Jacqui
Rosenberg, and with the promotion of the program, mural and event by the Prior Lake Communications
Manager.
Belanger Braid suggested obtaining feedback from the 2023 community artist would be beneficial for this
program in future years.
ACC Members: discussed the potential of painting the Wagon Bridge over CH21 as the next community artist
project. Pelinka stated additional detail would be needed for the bridge RFQ, including square footage,
expectations, photos, community engagement process and potentially supplying a stipend to the artists for
design completion after first round submittals. Members also commented on the need for the bridge to be
cleaned and the need to understand the timing for the Scott County bridge painting project.
6. NEW BUSINESS
A. ACC Strategic Plan Review / Update
ACC Members: discussed a future work session to review and update the ACC Strategic Plan. Staff will send
out a poll to identify a date and time. This work session will replace the regularly scheduled November and
December meetings.
7. OTHER BUSINESS
A. Staff Updates
i. Wagon Bridge Mural
McCabe informed the committee that Scott County appeared supportive of the idea to paint a mural on
the Wagon Bridge. County approval of the design along with a right of way permit would be required.

B. Strategic Initiative Subcommittee Updates
i. Grant Opportunities that Align with Strategic Plan
ACC Members: discussed a current grant opportunity the Prior Lake Rotary is offering for a signature
project in Prior Lake.
C. ACC Member Comments / Ideas
i. Lakeville Arts Center Field Trip
This item will be moved to a future ACC meeting in January or February to coordinate a visit to the
Lakeville Arts Center in the spring of 2024.
ii. Augustson suggested the ACC acquire shirts to identify the committee at future events; shared an
example of a puzzle a community created to celebrate their anniversary and suggested something similar
for the ACC as a fundraising effort; and shared a copy of the Outdoor News which features Prior Lake.
Staff will reach out to the Yesterday and Today muralist for permission to make the mural image into a
puzzle.
iii. Thank You Shannon!
Committee members expressed gratitude to Shannon Hoffmann for her expertise and all her contributions
while a member of the ACC to bring more public art to the community. Shannon’s term on the ACC will
expire at the end of October. Cheers Shannon!
8. ADJOURNMENT
Motion by Augustson and seconded by Boucher-Hoese to adjourn the meeting. All in favor. The meeting was
adjourned at 4:36 p.m.
