CALL TO ORDER The meeting was called to order at 3:41 p.m. In attendance were Erin Belanger Braid, Alejandra Pelinka, Lavonne Augustson, Marie Boucher-Hoese, Patty Dronen, Cassy Bryant, and Community Development Director Casey McCabe. 2. APPROVAL OF AGENDA Motion by Pelinka and seconded by Augustson to approve the agenda. All in favor. 3. ELECTION OF OFFICERS Motion by Boucher-Hoese and seconded by Dronen to maintain the officer positions of Belanger Braid as Chair, Pelinka as Vice-Chair, and Bryant as Secretary in 2024. All in favor. 4. APPROVAL OF MEETING MINUTES Motion by Boucher-Hoese and seconded by Dronen to approve the October 26, 2023 meeting minutes. 5. PRESENTATION / DISCUSSION A. None 6. OLD BUSINESS A. 2024-2028 ACC Strategic Plan ACC Members: reviewed the draft 2024-2028 ACC Strategic Plan which was updated by staff following the Strategic Planning work session. ACC members provided the following comments. • Prior Lake Community Artist Program – Move the large-scale mural on the CH21 Wagon Bridge to a mid-term priority. 2024 Community Artist will have a historical/cultural focus in 2024. o 2024 anticipated expenditures will be amended to reflect community artist in 2024. • Remove the Public Works Paint the Plow Event from short-term priorities. The ACC will not be participating in this event in 2024 but could reevaluate participation in the future. • Add Dronen to the Promotion of Prior Lake Association Photo Contest Winners, Support Community Arts Events, and Educational Signage and Historical Markers subcommittees. • Add Bryant to the “Friends of the Arts” Non-Profit Formation subcommittee. • Patty on three committees Motion by Belanger Braid and Seconded by Pelinka to approve the 2024-2028 ACC Strategic Plan, subject to the identified revisions, and directing staff to present the Strategic Plan to the EDA. Staff will update the Strategic Plan based on the comments provided and the plan will be presented to the EDA during their February 12, 2024 meeting. B. Sidewalk Quotes The results of the community sidewalk quote voting were reviewed. Based on one quote receiving the majority of votes and without a second clear choice, ACC members decided to move forward with one quote in 2024. City staff will contact the contractor who installed the last two sidewalk quotes to get an estimated cost for this work in 2024. 7. NEW BUSINESS A. None. 8. OTHER BUSINESS A. Staff Updates McCabe informed the committee that he attended a meeting with Scott County staff and discussed the future railing replacement on the Wagon Bridge. The railing replacement is not scheduled and the scope of the project is not yet known. McCabe: discussed a potential need for a city policy related to displaying and selling art in public buildings due to recent interest. Staff will evaluate and request ACC assistance if needed. ACC Members: decided a February committee meeting was not necessary. The next regular ACC meeting will be held on March 28, 2024. B. ACC Member Comments / Ideas Belanger Braid: recommended inviting Andrea Mullenmeister to the March ACC meeting to discuss the Pleasant Street Art Walk and opportunities for the ACC to assist with the event. Staff will contact Andrea and send her a meeting invitation. Dronen: shared an example of art that was completed at a watershed conference using native plants. Dronen commented about a similar type of activity by the Prior Lake Spring Lake Watershed District at the Pleasant Street Art Walk for engagement with the community and sharing initiatives of the watershed district. ACC Members: commented on their desire to move forward with the purchase of a stamp(s) in 2024 that could be available for use in future sidewalk projects. Pelinka: reviewed a draft 2024 Prior Lake Community Artist RFQ which focuses on a public art sculpture related to the history of Prior Lake. Based on feedback from the committee, the RFQ will be revised and shared with the EDA on February 12th. The ACC intends to post the RFQ shortly after the anticipated EDA approval in February. Belanger Braid: informed the committee the application for the Rotary grant related to a community arts center was not selected. Belanger Braid: shared that she has an upcoming meeting with state officials to discuss the formation of the non-profit. ACC Members: discussed and were supportive of the idea to make puzzle based on the Yesterday and Today mural, which could be sold as a fundraising opportunity for the non-profit. 9.
