ARTS AND CULTURE COMMITTEE
MEETING MINUTES
Thursday, March 28, 2024 – 3:30 p.m.
Wagon Bridge Conference Room, Prior Lake City Hall
1. CALL TO ORDER
The meeting was called to order at 3:31 p.m. In attendance were Erin Belanger Braid, Marie Boucher-
Hoese, Patty Dronen, Cassy Bryant, Jean Bigalk and Community Development Director Casey
McCabe.
2. APPROVAL OF AGENDA
Motion by Boucher-Hoese and seconded by Bigalk to approve the agenda. All in favor.
3. APPROVAL OF MEETING MINUTES
Motion by Boucher-Hoese and seconded by Bigalk to approve the January 25, 2024 meeting minutes.
4. PRESENTATION / DISCUSSION
A. Andrea Mullenmeister, Pleasant Street Art Walk
• Andrew reviews origins of PSAW and it’s history in the community. Hopes to grow to add a
selection committee to review vendor applications, review of opportunities to help – day of
event, sponsorship, street team, etc. Discussion of a public art piece as well. Volunteer
Coordinator would be an excellent support for PSAW. ACC Members provide input on
volunteer opportunities, discussion on FAPL being a presenting sponsor as a fiscal agent for
the event, marketing, application management, etc.
5. OLD BUSINESS
A. 2024-2028 ACC Strategic Plan Approved
• Approved by EDA
B. 2024 Community Artist RFQ Update
• RFQ has been posted by the City, we have received one submittal so far. Deadline is May 1,
responses by May 15th. Pelinka sent an email to all committee members to be able to share with
contacts as well.
• Review Committee – 3 ACC, 3 CDC, 1 EDA (tentative- could be 5, 7, or 9?)
C. Sidewalk Quote Next Steps
• Quote $2,795 – discussion on funding for this project – Rock Creek Building or local realtors in
the area? Need to draft a letter to local businesses asking for sponsorship in amounts - $50,
$100, $200. Bryant will draft a letter for potential stamp opportunities. Bigalk will send e-mail re:
a date to walk around and pick potential spots.
2. NEW BUSINESS
A. 2024 Chalk Fest Event
• Chalk Fest coordinators are inviting ACC or FAPL to have a tent or volunteer/lead an art activity
– Amateur art contest. Committee discusses the options presented by Chalk Fest and would like
to move forward with reserving a space and will be for City Artist community engagement or for
FAPL use.
B. Schedule Lakeville Arts Center Tour
• Belanger-Braid will move forward with arranging time for the ACC to visit the Lakeville Arts Center.
3. OTHER BUSINESS
A. Staff Updates
• Next Meeting April 25, 2024
B. Strategic Initiative Subcommittee Updates
• Non-proft formation – State has cashed the check for the non-profit application. Bryant will
reach out to South Metro to inquire about setting up bank account for the non-profit.
C. ACC Member Comments / Ideas
• Dronon brings up idea of how to work with local business to recycle/reuse boat wrapping in a
public art installations or how we can work with local business to utilize it • PL Watershed bringing in local artist to host a painting event at Rhino working with plants and
natural paint pigments.
4. ADJOURNMENT
Motioned by Boucher-Hoese to adjourn the meeting. All in favor. The meeting adjourned at 4:57 pm.
