HomeMy WebLinkAbout05(E) - Resolution Approving a Work Order for Downtown Parking Lot Reconstruction (2025-13) ReportPage 1 of 2 Public Works Consultant Pool Work Order Downtown Parking Lot Reconstruction Project (2025-13) WSB & ASSOCIATES, INCORPORATED, dba WSB LLC This work order (“Work Order”) is issued on this 13th day of May, 2025 by the City of Prior Lake (“City”) pursuant to the Public Works Consultant Pool – Master Agreement dated April 20, 2020 (“Contract”) between the City and WSB & Associates, Incorporated, dba WSB (“Consultant”). Based on the mutual promises and covenants set forth herein, the sufficiency of which are hereby acknowledged, the City and Consultant agree as follows: 1. Scope of Work Order. Consultant agrees to provide, perform and complete all the services requested by the City in this Work Order and attached Exhibit 1 (“Work”), which Work shall be subject to the terms and conditions of this Work Order and the Contract. 2. Term of Work Order. All Work requested by this Work Order shall be completed by December 31, 2026. 3. Compensation for Work Order. City agrees to pay the Consultant an amount not to exceed $56,896 as full and complete payment for the Work requested by this Work Order. 4. Consultant Representative. Consultant has designated Monica Heil to manage the Work Order subject to the supervision of Consultant’s representative. C O M April 16, 2025 Mr. Nick Monserud, PE City of Prior Lake 4646 Dakota Street SE Prior Lake, MN 55372 Re: Downtown Parking Lot Reconstruction Dear Nick: The City of Prior Lake has requested WSB to assist with the design and preparation of bidding documents for the Downtown Parking Lot Reconstruction. In general, the City has described the project as a full depth reclamation of existing pavement, spot curb and gutter repair, inspection of project catch basins and repair as needed, installation of new pavement to match existing depth and drainage patterns, and replacement of existing striping. The parking lot limits proposed for reconstruction are shown below. Preliminary construction estimate, including 10% contingency, is $275,000. ●In general, no replacement of pedestrian curb ramps or sidewalk, nor any restoration behind the curbs, is anticipated. Should WSB topographic survey or field work suggest addition of these items to enhance the project, WSB will communicate same to city and discuss budget and scope impacts. ●Similarly, WSB will review existing storm sewer system relative to the impervious surface. No upgrades to the storm sewer system are anticipated, but WSB will discuss any issues resulting from our review. ●No soil corrections are anticipated, and no subsurface investigation is planned. Upon removal of bituminous surface, any observed adverse soil conditions will be made known to the city, along with recommendations as to corrective measures recommended. Evaluation of the number of stalls, location of accessible spots and overall circulation is not included in this proposal. Our scope and fee for this work are outlined below. Project Management • WSB proposes Emily Brown, PE, to manage the design and construction administration of the project. Emily will guide the design development, coordinate meetings and other communications with the City, manage the design ad bidding schedule, and prepare monthly invoices for submittal to the City. Preliminary Engineering • We will review available record drawings to identify the drainage patterns intended during original design. Using this information, WSB will survey the curb line and grade break lines within the parking lots (CL of Erie Avenue, for example) to prepare for any field staking needed to reestablish proper drainage directions. • WSB design staff will walk the full site to identify any curb and gutter panels that may need to be replaced for structural or drainage purposes. WSB will schedule the site inspection with public works staff in order to reach agreement on any catch basin repairs that should be included. WSB staff will also note existing parking stall locations and widths in order to replicate existing conditions with proposed striping. • WSB will perform up to five pavement cores to confirm sufficient materials exist for full depth reclamation. We have assumed that the overall parking lot/street was constructed at different time, and thus could have different pavement and Class 5 depths. Design • WSB will prepare 2-dimensional drawings showing full depth reclamation limits, indicating locations of spot curb removal and replacement, any catch basin repairs or manhole/valve box adjustments, and any grade break spot elevations required to reestablish drainage patterns. WSB will also prepare any striping plans needed. Necessary detail sheets will be included in the plan set as well. • WSB will prepare staging plans, as necessary, to communicate expectations for access during construction. If necessary, we will identify a stockpile location. • WSB will prepare general conditions in compliance with standard city documents, as well as project specifications. Bidding Services • WSB will prepare bid packets, including itemized unit price bid sheets, and upload these documents to • WSB will prepare advertisements for bids and submit those to publications as directed. Construction Administration • WSB will provide contract administration, on-site observation (assumed at 20 hours/week), construction staking, project close-out and record plan preparation. • WSB will provide materials testing, assumed to be 1% of overall construction cost, in order to provide quality assurance regarding placed materials.
