CITY COUNCIL MEETING MINUTES
June 10, 2025
1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Churchill,
Lake and Hellier. Absent: Braid. Also in attendance were City Manager Wedel, Police Chief Duggen,
Attorney David Kendall, and City Clerk Simon.
2. PUBLIC FORUM
Kevin Busse, 5101 160th Street SE: Concerns with the old burger king and wondering if there will
ever be development as previously discussed. Witnessed many incidents of vandalism. The former
car wash has a new owner, and it does not function creating an issue with people either attempting
to use the wash or using the bays for nefarious activities. Two buildings on the same street are
causing an increase in criminal activity. Witnessed vandalism at Memorial Park. Multiple neighbors
noting feeling unsafe. Would like to see an increase in police patrol and cleaning up of the two
abandoned buildings.
City Manager Wedel: Thank you for your comments. The Burger King site has been a concern we
have heard about from many. The city is also in a difficult position but has been encouraging the
building owners to do something with it. The carwash is new information to the city, as well as the
veteran’s memorial vandalism. Police chief in attendance and will look into extra patrols.

Lake: Item 5D; highlight our commitment as a council to Prior Lake law enforcement and revisit the
comp study, which this item reflects the adjustment.

Briggs: Item 5B; this trail on highway 13 will enable pedestrians access from county road 42 all the
way into downtown Prior Lake. Assistance from congressional colleagues Angie Craig, Tina Smith,
Amy Klobuchar who championed funding to go out for bids for this project.
6. PRESENTATIONS
A. Resolution Approving the 2024 Annual Financial Report and Management Letter
Finance Director Erickson with Auditor from LB Carlson Jim Eichten presented the item.
Briggs: How long have you been auditing Prior Lake?
Eichten: Since 2009
Briggs: With new legislative decisions, will there be anything added to these audits?
Eichten: Significant increase in federal awards. Once you receive a certain threshold there is an
additional audit. Another new requirement will be the restrictions that outside organizations put on
City will need to be disclosed.
