HomeMy WebLinkAbout05(Q) - Resolution Approving Transfer from the Public Safety Special Revenue Fund Report ITEM: 5Q CITY COUNCIL AGENDA REPORT MEETING DATE: July 22, 2025 PREPARED BY: Heidi Simon, City Clerk PRESENTED BY: Liam Duggan, Police Chief AGENDA ITEM: Resolution Approving Transfer from the Public Safety Special Revenue Fund RECOMMENDED ACTION: Adopt a resolution approving transfer of funds from the public safety revenue fund to the general fund for police related purchases. BACKGROUND: The police Department is nearing completion of the build-out of the UAV/Drone program that will facilitate more intelligent, safe and efficient handling of crisis calls, missing persons and other incidents by keeping officers out of harms way where feasible and providing more time for evaluation of options. In turn this also enhances the likelihood of reaching safer outcomes for all. These final foundational purchases include technology through tablets and wifi devices allowing remote viewing of livestream footage, enhanced on-scene viewing and improved mechanical performance with guards that limit damage possibilities to the drones. In furtherance to physical and psychological wellness initiatives for police sworn and civilian staff, the creation of a decompression and relaxation space has been identified as a priority. While possible design and location options are being explored within the existing PD building, we are making advances in technologies and equipment purchases that includes a relaxation chair that will help facilitate team members ability to decompress following traumatic events, increase bloodflow and oxygen levels and improve physical readiness. This also continues the important work of seeking to limit workers compensation claims for the City which remain, through intentional efforts, at an extremely low level as compared to other municipalities. FINANCIAL IMPACT: A total of $11,975 will transfer from the Public Safety Special Revenue fund to the General Fund to account for these purchases. ALTERNATIVES: 1. Council resolutions 2025 PSA transfer drones and chair City of Prior Lake | 4646 Dakota Street SE | Prior Lake MN 55372 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 25- A RESOLUTION APPROVING A TRANSFER FROM THE PUBLIC SAFETY SPECIAL REVENUE FUND Motion By: Second By: WHEREAS, the City of Prior Lake continues to support public safety as a key pillar of our community; and WHEREAS, the City Council authorized the Prior Lake Police Department to adopt and implement an Unmanned Aerial System on March 11, 2025 ; and WHEREAS, purchases totaling $6475 for drone needs have been made to finish the program build-out; and WHEREAS, the City Council has voiced strong support for public safety wellness initiatives that foster physical and mental health; and WHEREAS, purchases totaling $5,500 for equipment needs to begin creating a police mental/physical decompression room have been made; and WHEREAS, funding for these items will have no budgetary impact due to the availability of State of Minnesota Public Safety Aid monies. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA 1. The recitals set forth above are incorporated herein. 2. Funding for this purchase shall be accomplished using State of Minnesota Public Safety Aid monies disbursed to the City of Prior Lake in 2023. A $11,975 transfer from the Public Safety Special Revenue Fund 270 to the General Fund 101 is authorized to fund this payment.
