CITY COUNCIL MEETING MINUTES
June 24, 2025
1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Churchill,
Lake and Hellier. Absent: None. Also in attendance were City Manager Wedel, Police Chief Duggen,
Attorney David Kendall, and Deputy Clerk Kooiman.
Briggs: Moment of Silence to reflect on the tragedy that occurred on June 14th and honor the lives
that were lost, those who survived, and all those impacted by this tragedy.
2. PUBLIC FORUM
Jeff Petschl 16327 Northwood Road NW: Wanted to continue his presentation from the work
session. Brought up multiple points of stormwater, different parking situations, and use of the entry
point through Charlie’s. Stated that none of these issues happened on outlot A. The second point
Petschl would like to make is that he is a taxpayer and resident before a business owner and
strongly disagrees with the statement of these docks are not a liability for the city. Lastly provide
information stating different laws against lake shores and dock systems. Had concerns about trash,
restrooms and parking for outlot A.
Mike Nelson 4024 Roanoke Street: Wanted to thank everyone for their time. Brought to the
council’s attention the concerns stated before; all have ways to be work around. Continued by giving
a brief explanation for each issues such emergency vehicles, stormwater and parking situation.
Nelson wants these resolutions for these issues to be taken into consideration.
Jame O’Meara 5299 Candy Cove Trail: Expressed concern of the deed situation and encourages
council to look closely at this particular deed for the Association.
3. APPROVAL OF AGENDA
Wedel: Would like to add item 5J to the consent agenda. A resolution authorizing the City of Prior
Lake to Purchase PID# 259020730.

Interim Finance Director Klekner Presented the Item.
Braid: We have discussed this before I will be in support of this.

B. Resolution Authorizing a Property Tax Referendum for Park Improvements
City Manager Wedel Presented the Item
Braid: Have worked on this for a while. City staff and council addressed the streets and infrastruc-
ture. An impact has been made in multiple departments. Stated that parks were not funded until
about 8 years ago. In 2017 Zero dollars had been put away for upkeep of parks. A parks plan was
developed for to understand how to tackle this need in the parks and make up for the last 30 years.
As a councilmember feels that this is above something that the city council should decide. It needs
to be a community decision and will move forward with whatever the community will decide.
Lake: Echo the same comments as councilor Braid. Very conscientious for being a steward of the
Taxpayers dollars. Understand responsibility as council members. Express gratitude towards staff
for not looking for short cuts and taking care of the streets and the parks. Knows the needs and
wants for the parks system. Supports this choice getting made by the community will happily stand
with whatever the community decides.
Briggs: Investment in parks was relative to zero. We are putting this decision in the taxpayers
hands in hopes that a city council 25 years later will not have to ask the same question. I will support
this motion

Wedel: Wanted to let everyone know that more information on the item that was approved tonight
is on the cities website and no City Council meeting on July 8th. Next City Council meeting will be
July 22nd.
