CITY COUNCIL MEETING MINUTES
July 22, 2025
1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Churchill,
Lake and Hellier. Absent: None. Also in attendance were City Manager Wedel, Police Chief Duggen,
Fire Chief Steinhaus, Public Works Director / City Engineer Monserud, Assistant City Engineer
Schwarz, Interim Finance Director Klekner, Attorney David Kendall, and City Clerk Simon.
2. PUBLIC FORUM
Representative Ben Bakeberg: Represents Prior Lake and surrounding cities at the MN house of
Representatives. Vice Chair of Education Finance committee and middle school principal. Six pillars
being addressed in session- addressing Fraud in the state of Minnesota, make Minnesota
affordable, continuing to make Minnesota safe, taxpayer dollars working for Minnesota residents
and building for the future of the infrastructure such as roads and bridges. The House Republicans
want the focus on critical infrastructure for the communities. The Prior Lake outlet pipe lining and
the boat ramp projects in Prior Lake are good examples. Started the session this year with projected
$72 billion statewide budget. The session ended with the largest reduction in spending in state
history. Recognized Mayor Briggs and Manager Wedel for work in ensuring Prior Lake and other
th
cities maintain local control. Acknowledged the June 14 tragedy when political officials were
assassinated in their homes and thanked law enforcement for their efforts in arresting the individual
responsible. Publicly recognized Chief Duggan who assured us we were safe, also played a critical
role in the investigation. Wants to continue to bring common sense solutions to the community.
Briggs: Been a pleasure to have this partnership. The community of Prior Lake lost its newspaper
a year ago. We are fortunate to now have the Prior Lake Compass. Appreciates the meaningful
work of freeing cities from the statutes that we made many years ago that required publishing
notices in a newspaper.
Lake: Thanked the representative for all the work on these issues. Felt a partnership with Rep.
Bakeberg representing the city in St. Paul.
Hellier: Appreciates the work in St. Paul especially the work with local zoning.
Braid: Appreciate the acknowledgement of Mayor Briggs and City Manager Wedel for keeping local
control.
