AGENDA ITEM: Resolution Receiving Bids and Awarding the Contract for the 150th
Street Lift Station Rehabilitation (2025-16)
RECOMMENDED ACTION:
Adopt a resolution to receive bids and award the contract for the 150th Street lift station
rehabilitation (2025-16).
BACKGROUND:
The City operates 41 sanitary lift stations that manage the wastewater conveyance into the
Metropolitan Council system for treatment at the Blue Lake wastewater treatment plant in
Shakopee. Most of these lift stations have two pumps that operate separately, although
occasionally in unison when the system demands it. These lift stations are inspected weekly,
cleaned at least twice annually, and inspected annually by a contracted professional in an effort
to maximize the useful life of the components. The pumps and other control components are
recommended for rehabilitation or replacement every 15-20 years.
Based on the most recent inspection and the overall condition of the 150th Street lift station, the
following work is proposed:
• Remove, reconfigure and re-install existing pumps (new in 2023)
• Replace control panel, piping and valves
• Replace existing wet well top slabs and hatches
• Install new concrete around panel to grade and match to existing landscape
The project was advertised for bidding on July 5 and 12, 2025. The following bids were received
and publicly opened on July 22, 2025:

The low bid of $222,375 is 6% higher than the engineer’s estimate of $209,880 for construction.
The total project cost is expected to be $280,245 as detailed below:

WSB LLC, the city’s consulting engineer for this project, recommends awarding a contract in the
amount of $222,375 to Pember Companies, Inc. to complete the noted improvements at the 150th
Street lift station. A recommendation letter is attached.
FINANCIAL IMPACT:
The estimated total project cost is $280,245 which includes the equipment, installation, and all
engineering and consultant services. This is a planned improvement, with $709,000 included in
the Capital Improvement Plan (CIP) for the rehabilitation of the Lords and 150th Street lift stations
in 2025.
The Lords lift station was bid earlier this year and the total project cost came in at $361,171. The
total cost for these two projects combined is $641,416, which is below the $709,000 included in
the budget for 2025.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution to receive bids
and award a contract for the 150th Street lift station rehabilitation (2025-16).
2. Motion and second to remove this item from the consent agenda for further discussion.

Dear Mayor and Council Members:
Bids were received for the above-referenced project on Tuesday, July 22, 2025, and were
opened and read aloud. Three bids were received. The bids were checked for mathematical
accuracy. Please find enclosed the bid summary indicating the low bid as submitted by Pember
Companies, Inc., Menomonie, Wisconsin in the amount of $197,200.00.
In addition to the base bid, the contractor gave prices for one alternate. The cost submitted by
Pember Companies, Inc for this alternate was as follows:
Alternate 1 – Remove and Replace Asphalt Driveway $25,175.00
The Engineer’s Estimate for the base bid and alternate 1 was $209,880.00.
We recommend that the City Council consider these bids and award a contract for the base bid
and alternate in the amount of $222,375.00 to Pember Companies, Inc. based on the results of
the bids received.
