AGENDA ITEM: Resolution Receiving Bids and Awarding the Contract for the
Downtown Parking Lot Reconstruction Project (2025-13)
RECOMMENDED ACTION:
Adopt a resolution receiving bids and awarding the contract for the Downtown Parking Lot
Reconstruction Project (2025-13).
BACKGROUND:
The 2025 Facilities CIP (F440) includes $300,000 for the rehabilitation of the public parking areas
surrounding the Library and Club Prior, as shown below:
This proposed project includes the following improvements:
• full-depth reclamation of existing pavement and repaving
• spot curb and gutter repair
• inspection and repair of catch basins as needed
• new pavement markings (striping)

A work order with WSB LLC was approved by the City Council on May 13, 2025 to provide
engineering services for this project. These services include administering the bidding process.
The following bids were received and read publicly on July 29, 2025:

Prior Lake Blacktop, Inc. $242,260.78
Northwest $259,990.41
Bituminous Roadways, Inc. $263,315.50
Asphalt Specialties Company $280,190.50
GMH Asphalt Corperation $319,989.55
Urban Companies $370,605.25
The low bidder is Prior Lake Blacktop, Inc. with a bid of $242,260.78. This is 7.95% higher than
the engineer’s estimate of $224,408 due to higher-than-expected material costs. WSB has
provided the attached recommendation letter to award the contract to Prior Lake Blacktop, Inc.
FINANCIAL IMPACT:
The total project cost estimate is $341,103.18 which includes construction and overhead costs.
The project will be funded using $300,000 from the 2025 Facilities CIP. The remaining $41,103.18
will be funded by the Streets Operating Budget and Stormwater Utility Fund.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution receiving bids
and awarding a contract for the Downtown Parking Lot Reconstruction Project (2025-
13).
2. Motion and second to remove this item from the consent agenda for further discussion.

RESOLUTION 25-
A RESOLUTION RECEIVING BIDS AND AWARDING THE CONTRACT FOR THE
DOWNTOWN PARKING LOT RECONSTRUCTION PROJECT (2025-13)
Motion By: Second By:
WHEREAS, pursuant to Resolution 25-061, adopted on May 13, 2025, the city received plans and
specifications for the Downtown Parking Lot Reconstruction Project (2025-13); and
WHEREAS, bids were requested on July 8, 2025 and publicly opened on July 29, 2025 at 10:00
a.m.; and
WHEREAS, the following bids were received, opened, and tabulated according to law:

WHEREAS, the city’s consulting engineer, WSB LLC, has provided a recommendation letter to
award the contract to the lowest responsible bidder, Prior Lake Blacktop, Inc. in the
amount of $242,260.78.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The bids and tabulation worksheet, a copy of which is attached hereto and incorporated by
reference herein, are hereby received.
3. The Mayor and City Manager are hereby authorized to execute a contract with Prior Lake
Blacktop Inc. in the amount of $242,260.78.
4. The total cost estimate for this project is $341,103.18 (including overhead) and will be funded
from the 2025 CIP, Streets Operating Budget, and Stormwater Utility Fund.

Dear Mayor and Council Members:
Bids were received for the above-referenced project on Tuesday, July 29, 2025, and were
opened and read aloud. Six bids were received. The bids were checked for mathematical
accuracy. Please find enclosed the bid summary indicating the low bid as submitted by Prior
Lake Blacktop, Inc., Prior Lake, Minnesota in the amount of $242,260.78. The Engineer’s
Estimate was $224,408.00.
We recommend that the City Council consider these bids and award a contract for the base bid in
the amount of $242,260.78 to Prior Lake Blacktop, Inc. based on the results of the bids received.
