HomeMy WebLinkAbout05(J) - Resolution Approving Joint Powers Agreement for School Resource Officer with ISD 719, Prior Lake Savage Area Schools Report ITEM: 5K CITY COUNCIL AGENDA REPORT MEETING DATE: August 12, 2025 PREPARED BY: Jason Wedel, City Manager PRESENTED BY: Jason Wedel AGENDA ITEM: Approve the Joint Powers Agreement for School Resource Officer with ISD 719, Prior Lake Savage Area Schools RECOMMENDED ACTION: Adopt a resolution approving a Joint Powers Agreement (JPA) for School Resource Officer for the period of 2025 - 2030 with ISD 719, Prior Lake Savage Area Schools. BACKGROUND: The Prior Lake Police Department has provided School Resource Officer (SRO) services to Twin Oaks Middle School, Hidden Oaks Middle School, and the Bridges Area Learning Center for many years. The previous agreement with the School District was approved on September 7, 2021 and had a contract term of September 15, 2021 to August 1, 2024 with the ability to extend. In 2023, due to legislative changes at the State that impacted how SRO’s were able to perform their duties, the City of Prior Lake and the School district mutually agreed to cancel the SRO contract on September 6, 2023. The following spring of 2024 brought modifications to the State laws on School Resource Officers that allowed the City and School District to enter into a new agreement on March 26, 2024. That agreement was solely for the remainder of the school year and expired on August 1, 2024. The extension provision in the agreement was used to contract for SRO services for the 2024/2025 school year. The Prior Lake Police Department has an officer specifically assigned as an SRO to the two middle schools and the Bridges ALC. The SRO handles police related issues at the schools as well as provides a uniformed presence during the school day. The SRO works closely with the principals in each school as well as the building administration to address needs and concerns as they arise. This agreement went before the School Board on July 14, 2025 and was approved. FINANCIAL IMPACT: The previous agreement with the School District was based on the SRO being on site three days per week. This level of service has proven to be effective and is aligned with the School District's needs. The new JPA will continue this same level of service. The City charges one-half of the actual cost incurred to the School District based on the salary of the specific officer that will be providing SRO services. The payment schedule for reimbursement to the City is as follows: 2025/2026 School Year - $68,430 City of Prior Lake | 4646 Dakota Street SE | Prior Lake MN 55372 Item 5K Page | 2 2026/2027 School Year - $72,340 2027/2028 School Year - $75,630 2028/2029 School Year - $79,180 2029/2030 School Year - $82,870 It is recommended that the City Council approve this mutually beneficial agreement in order to continue to deliver efficient public safety services to the city and the schools. ALTERNATIVES: 1. Motion and second as part of the consent agenda to approve the Joint Powers Agreement with the Prior Lake Savage Area Schools for School Resource Officer Services. 2. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The terms of the 2025 – 2030 Joint Powers Agreement are hereby approved. 3.
