AGENDA ITEM: Resolution Receiving Bids and Awarding the Contract for the Fire
Station 1 Bathroom Remodel (2025-11)
RECOMMENDED ACTION:
Adopt a resolution receiving bids and awarding the contract for the Fire Station 1 bathroom
remodel (2025-11).
BACKGROUND:
The bathrooms at Fire Station 1 are original to the building and were not part of the remodel
project that was completed in 2022. The following updates and repairs are proposed to better
accommodate the full-time staff that is housed in that building:
• new finishes, millwork, sinks and stalls in men’s and women’s restrooms
• installation of steam showers with associated mechanical equipment
• ceiling work and painting in locker rooms
• mechanical and electrical work throughout the project area and in janitor room
A work order with CNH Architects in the amount of $38,000 was approved on April 22, 2025. As
part of that work order, CNH coordinated the advertisement for bids on August 5, 2025. The
following bids were received and publicly opened on August 13, 2025:

CNH has provided a recommendation letter to award a contract in the amount of $199,800 to
Dering Pierson Group for the Fire Station 1 bathroom remodel.
FINANCIAL IMPACT:
The total project cost for the bathroom remodel is estimated to be $237,800, which includes the
construction and the $38,000 for the work order with CNH. $225,000 has been carried forward
from the 2024 Capital Improvement Plan (CIP) to fund this project. The additional $12,800 will

come from the operating budget (Engineering Professional Services 101-43050.00-53100.80) to
cover a portion of the consultant work order cost.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution to receive bids
and award the contract for the Fire Station 1 bathroom remodel (2025-11).
2. Motion and second to remove this item from the consent agenda for further discussion.

A RESOLUTION RECEIVING BIDS AND AWARDING THE CONTRACT FOR THE FIRE
STATION 1 BATHROOM REMODEL (2025-11)
Motion By: Second By:
WHEREAS, the bathrooms at Fire Station 1 are original to the building and were not part of
the remodel project that was completed in 2022; and
WHEREAS, the following updates and repairs are proposed to better accommodate the

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to enter into a contract with Dering
Pierson Group in the amount of $199,800 for the Fire Station 1 bathroom remodel (2025-11)
3. This project will be funded by $225,000 unspent 2024 CIP funds that were carried forward to
2025, as well as $12,800 from the operating budget (Engineering Professional Services
101-43050.00-53100.80) to cover a portion of the consultant work order cost.

PROJECT: Prior Lake Fire Station #1 Restroom Remodel

SUBJECT: Bid Results Summary and Recommendations
The following is a summary of the bidding process and results, review of the apparent low bid
general contractor and recommendations for City Council consideration of the Prior Lake Fire
Station #1 Restroom Remodel project.
Bid Process
The pre-bid process went smoothly and there was significant interest in this project with a total
of 13 General contractors and numerous sub-contractors in attendance at the August 5th
mandatory pre-bid conference.
Bid Results
The bids for the Prior Lake Fire Stations #1 Restroom Remodel were received on August 13,
2025, based on the plans and specifications developed by CNH Architects and our consultant
team. The bids were opened and read aloud to all in attendance. There were ten bids
submitted by general contractors as shown in the table below.

As noted above, the bids covered a relatively narrow range, with a difference of 31.6% between
high and low bids. The apparent low bid, by Dering Pierson group, is $3,750 below the next
lowest bid. This is a 1.9% difference which is almost negligible in this context and underscores
the closeness of the bidding generally.

Apparent Low Bidder
CNH Architects has interviewed Dering Pierson Group to discuss their comfort level with their
bids and ask some general qualification questions. They noted that they had good coverage on
all bid sections and were very comfortable with the bid they submitted.
CNH Architects worked with Dering Pierson Group on the recent Water Damage Repair project
at Prior Lake City Hall and found them to be a competent and responsive organization who do
quality work. Dering Pierson Group has additional municipal experience with projects such as
the Mounds View City Hall and Police Station as well as varied experience in educational, office
and retail work.
Recommendations
Base Bid -Prior Lake Fire Station #1 Restroom Remodel - $199,800.00:
CNH Architects considers this bid to be competitive and of good value. We have interviewed
the low bidder and found them to be responsible and responsive to the documents.
Consequently, CNH Architects recommends awarding the contract for the Prior Lake Fire
Station #1 Restroom Remodel to the low bidder, Dering Pierson Group.
