CITY COUNCIL AGENDA REPORT
MEETING DATE: August 26, 2025
PREPARED BY: Philip Ryan, Public Works Supervisor-Utilities
Christine Watson, Public Works Supervisor-Administration
PRESENTED BY: Nick Monserud, Public Works Director/City Engineer
AGENDA ITEM: Resolution Authorizing the Receipt of Quotes and Award the
Contract for the Rustic Hills and Sycamore Lift Station
Rehabilitation Project
RECOMMENDED ACTION:
Adopt a resolution receiving quotes and awarding the contract for the Rustic Hills and Sycamore
lift station rehabilitation project.
BACKGROUND:
The city operates 41 sanitary lift stations that manage the wastewater conveyance into the Met
Council system for treatment at the Shakopee wastewater treatment plant. These lift stations are
inspected weekly, cleaned at least twice annually, and inspected annually by a contracted
professional in an effort to maximize the useful life of the components. The pumps and other
control components are recommended for rehabilitation every 15-20 years.
The Sycamore lift station is 54 years old and the pumps were last replaced in 2004. The Rustic
Hills lift station was constructed in 1999 and the pumps are original. The Sycamore lift station
serves 6 homes while the Rustic Hills lift station is considerably larger and serves more than 100
homes. The pumps are all past their expected replacement interval, and a recent annual
inspection indicated the piping within the Sycamore lift station is beginning to fail.
The following work is proposed:
• Replace pumps at both lift station sites
• Replace wet well piping, rails, and mounting brackets at the Sycamore lift station
Staff solicited a quote from Electric Pump to complete this work. Electric Pump is the proprietary
vendor for Flygt pumps which are in 39 of the 41 lift stations. Electric Pump is familiar with the
city’s wastewater infrastructure and equipment, and has provided the equipment and service for
our lift station rehabilitation projects for the past several years. It is the city’s desire to maintain
uniformity in the pumps among all 41 lift stations. Having consistent systems, parts, and
operational parameters in all the lift stations provides efficiency and effectiveness for future
maintenance.
Electric Pump submitted a quote in the amount of $65,065 to complete the proposed work at both
lift stations ($24,848 at Sycamore, and $40,217 at Rustic Hills). Staff recommend awarding a
contract to Electric Pump in the amount of $65,065.
FINANCIAL IMPACT:
The Sewer Utility Fund includes adequate funding to complete these projects this year.
