ARTS AND CULTURE COMMITTEE
MEETING MINUTES
Thursday, June 26, 2025 – 4:00 p.m.
Parkview Community Room
1. CALL TO ORDER
A. The meeting was called to order at 4:00 p.m. In attendance were Alejandra Pelinka,
Crystal Dvorak, Marie House Bouche, Karin Logerquist, Erin Belanger Braid, Cassy
Bryant, Patty Dronen, Community Development Director Casey McCabe and Parks and
Recreation Manager Steve Hart.
2. APPROVAL OF AGENDA
A. Motion by MHB and seconded by PD to approve the agenda. All in favor.
3. APPROVAL OF MEETING MINUTES
A. May 22, 2025
i. Motion by PD and seconded by AP to approve the meeting minutes. All in favor.
4. PRESENTATION / DISCUSSION
A. Steve Hart, Parks and Recreation Manager
i. Review of Parks Master Plan, challenges and opportunities, and priorities in the Master
Plan. The city will have a ballot referendum to consider a property tax increase to fund
the park and trail improvements. Discussion on ways to include public art into the park
plans, ensuring that there is a line item for art involvement in each budget. Review of
new See My Legacy website for art locations across the city.
5. OLD BUSINESS
A. Optimist Club Sculpture Location – Lakefront Park
i. Review of Policy for Public Art and Installation (Eagan example). ACC Members will
review policy and discuss at a future meeting implementation strategies.
B. Downtown Sculpture Update
i. Stone base will be delivered and placed by PL Public Works. As soon as it is in place,
the artist has the sculpture ready for install.
6. NEW BUSINESS
A. Pleasant St. Art Walk Donation – Historical Boards
i. Interest from local residents to include historical booth at the Art Walk. This would
include panels that have art, history, more. Looking for donation of $150-200 per panel
+ design fees. Also want to have Artist Gathering after the event, ACC could have a
booth and provide snacks/meet and greet with artists. KL is volunteering to lead the
booth, AP recommends reaching out for Grants/Funding as well.
7. OTHER BUSINESS
A. Staff Updates
i. JB resigned, new committee member will be filled in the fall with other appointees.
B. Member Updates
i. PD presents idea of Amazing Art Race, to promote art around the city. Families get a
clue, need to find the next station or location, etc. Possible fundraiser activity?
ii. PD also presents roundabout art idea. CMC will look into who needs to approve the
structure.
C. Strategic Initiative Updates [If Any]
i. Sidewalk Stamping/Etching - (Jean, Ale, Crystal, Erin)
ii. Prior Lake Community Artist Program - (Ale, Cassy, Karin, Allison)
iii. Promotion of Prior Lake Association Photo Contest Winners - (Jean, Patty, Marie, Crystal)
iv. Support Community Arts [ChalkFest, Pleasant St. Art Walk, Civic Groups, Music Events, Et c.]

v. Incorporation of Arts Component in New Construction - (Ale, Marie, Erin)
vi. “Friends of Arts” type Non-Profit Formation - (Erin, Jean, Cassy, Allison, Karin)

A. Motion to adjourn by MHB seconded by PD. All in favor. Meeting is adjourned at 5:13 PM.
