U ~ Prior Lake, MN 55372-1714 \S/ CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: AUGUST 7,2006 50 CRAIG ELDRED, STREETS AND UTILITIES SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION ACCEPTING QUOTES AND AUTHORIZING THE EXECUTION OF THE CITY'S STANDARDIZED CONTRACT FOR CONSTRUCTION OF THE CONTROL STRUCTURE AND VARIABLE FREQUENCY DRIVE MOTOR CONTROL FOR WELL NO.8. AGENDA ITEM: DISCUSSION: I ntrod uction The purpose of this agenda item is to request City Council approval to purchase additional equipment for the connection of Wells 8 and 9 to the water system. Historv Due to drought-like conditions, the Council has authorized staff to begin purchasing equipment to make the connection as soon as possible. On June 26, 2006, the Council approved the purchase of the following equipment for the connection of Wells 8 and 9 to the water system at a cost not to exceed $81,280.00: · Well NO.8 pump and pitless adapter . Well No.8 emergency well pump installation . Emergency power generator . Precast concrete vault · Interior process piping These purchases have been made and it is now necessary to purchase materials to construct a control structure and variable frequency drive - the latter of which are for Well No.8 only. To make these purchases, quotes have been obtained, as follows: Concrete Block Installation: Greystone Masonry, Inc. (without roof installation) Greystone Construction Co. (with roof installation) $12,471.12 $ 29,787.00 Roof Material: (installation to be comDleted bv staff\ Monnens Supply, Inc. C.H. Carpenter Westerman Lumber Co. $ 1,800.61 $ 2,730.11 $ 1,862.37 Doors: Greene Doors & Hardware, Inc. $ 4,974.23 $ 3,500.00 Concrete for Sand.bv Generator and Walks Variable Freauencv Drive lVFDl: SVL Model VL T-8152-A (150 hp) $ 9,265.50 www.cityofpriorlake.com Phone 952.447.4230 / Fax 952.447.4245 Filter for VFD: SVL VIK200A01EX (150 hp) $ 1,570.88 Conclusion Staff is recommending purchase of the concrete block without roof installation. Public Works staff would complete the roof installation at a savings of $15,515.27. The remaining materials quotes (doors, concrete, variable frequency drive and filter) would also be purchased. This will complete the control structure and connection of Well NO.8 only. ISSUES: As indicated above this purchase will only connect Well NO.8 to the system. The City Council will be asked to consider two more agenda items on this topic. One will request approval to purchase the variable frequency drive and related equipment for Well No.9. The final agenda item will authorize the necessary wiring to operate both wells. FINANCIAL IMPACT: The chart below summarizes the costs associated with the control structure and materials needed to connect Well No.8: Greystone Masonry Roof materials Doors Concrete Variable frequency drive Filter for drive unit Total cost $12,471.12 $ 1,800.61 $ 4,974.23 $ 3,500.00 $ 9,265.50 $ 1,570.88 $ 33,582.34 A total authorization of $33,582.34 is being requested for Construction of the Control Structure and purchase and installation of the VFD. The estimated total project cost of for Wells NO.8 and 9 and the interim connection is $1.1 million. The funds to complete the project area available in the trunk reserve fund. Funding for wells #8 and #9 is solely provided by development fees for the City's Trunk Water Acreage Charge. The need for these wells is a result of new development and therefore funding is 100% development derived. By serving as the general contractor on the project the City will reduce overall project costs. ALTERNATIVES: 1. Approve a resolution accepting the bids and authorizing the Mayor and City Manager to execute the City's Standardized Contract for the construction of the control structure for Wells NO.8 and 9 and for the purchase of a variable frequency drive motor control for Well NO.8. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Prior Lake, MN 55372-1714 RESOLUTION 06-xx A RESOLUTION TO APPROVING THE PURCHASE OF CONSTRUCTION MATERIALS TO COMPLETE A CONTROL STRUCTURE AND VARIABLE FREQUENCY DRIVE FOR WELL NO.8. Motion By: Second By: WHEREAS, On June 26, 2006, the City Council authorized the purchase of a pump, pitless adaptor, and emergency installation for Well No. 8 including an emergency power generator, precast concrete vault and interior process piping; and WHEREAS, Additional materials are needed to connect Well No.8, including a variable frequency drive and filter; and WHEREAS, To complete the control structure also requires concrete block and installation, roof materials, doors, and concrete pad for standby generator and walks; and WHEREAS, The staff has obtained quotes for each; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are hereby authorized to execute the City's Standardized Contract with Greystone Masonry for the construction of the control structure for Wells NO.8 and 9, City Project #05-02. 3. City staff is authorized to expend $10,274.84 for materials for the control structure of Wells NO.8 and 9. 4. City staff is authorized to purchase one variable frequency drive and filter unit for $10,836.38 for the pump operation of Well NO.8. 5. The funding for the purchase of these resources of $33,582.34 is allocated from the Trunk Reserve Fund. PASSED AND ADOPTED THIS 7TH DAY OF AUGUST 2006.
