Prior lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT AUGUST 7,2006 9B CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE BIDS AND AUTHORIZING THE EXECUTION OF THE CITY'S STANDARDIZED CONSTRUCTION CONTRACT FOR THE 2006 STREET OVERLAY PROJECT Introduction The purpose of this agenda item is to accept the bids and authorize the Mayor and City Manager to execute the City's standard construction contract for street overlays identified in the 2006-2010 Capital Improvement Program (CIP) and bituminous improvements to Hastings Avenue north of Dakota Street. Historv On June 26, 2006, the City Council approved a resolution accepting plans and authorizing advertisement for bids for the 2006 Overlay I Hastings Avenue Improvements. Each year the City Council adopts the CIP which involves funding for various improvement projects, including street overlays. In addition to the 2006 overlays, staff has been authorized to install a bituminous surface on Hastings Avenue north of Dakota Street. This work is being done on Hastings Avenue to coincide with storm drainage improvements completed last fall to protect erosion of Hastings Avenue onto private property. This erosion issue has been raised by property owners in this area in past years. The following street overlays have been identified by staff for construction in 2006: Route Basswood Circle Basswood Circle Bay Avenue Elm Avenue Walnut Avenue Willow Beach Street Hastings Avenue Description Elm Avenue to end Walnut Avenue to Elm Avenue Willow Beach St. to Willow Beach Trl 170th to Willow Beach Trl 170th to Basswood Circle Willow Beach Trl to Bay Avenue North of Dakota Street Staff utilizes a pavement management system for rating the condition of streets throughout the City. Staff then uses this system as a tool when identifying areas for maintenance and repair. Current Circumstances A request for bids was advertised with bids being due on July 10, 2006. No bids were received at that time. Three sealed bids were received and opened on July 24, 2006, as outlined below: Overlay - Various Bit. Impr. - Hastings Total Project Cost Chard Tiling & Excavating $ 72,898.20 $ 14.164.00 $ 87,062.20 Northwest Asphalt $ 73,523.10 $ 11.117.50 $ 84,640.60 Prior Lake Blacktop $ 68,947.17 $ 9.738.90 $ 78,686.07 Prior Lake Blacktop was the lowest responsible bidder and meets the selection criteria. Conclusion Staff is recommending awarding the standardized construction contract to the lowest bidder, Prior Lake Blacktop. The list of streets provided will conclude the Willows area and provide an excellent wear surface for 10 to 15 years. In addition to the overlay work, various bituminous repairs will also be made in the project area. The improvements on Hastings Avenue would provide for improvements for proper drainage and allow staff to maintain the area through all seasons. Continued maintenance of our City streets will reduce the need for costly reconstruction in the near future, therefore reducing costs overall. FINANCIAL IMPACT: The Overlay portion of this project is included in the 2006 budget. The Hastings Avenue portion of this project was added after budget preparation for the year. Staff feels that these additional improvements should be done at this time to eliminate an ongoing erosion problem. Funding is available for the project as follows: Funding Source Amount Repair & Maint. Service - Bituminous Patching $ 12,000.00 Repair & Maint. Service - Street Overlay $ 50,000.00 Repair & Maint. Supplies $ 6,947.17 Water Quality Fund $ 9.738.90 Total Project Funding $ 78,686.07 It should be noted that the 2006 Streets Budget included $100,000 for street overlay. $50,000 of the budget was dedicated to the overlay of 150th Street which is part of the 2005 Reconstruction Project (#05-11). ALTERNATIVES: 1. Approve a resolution accepting the bids and authorizing the execution of the City's standardized construction contract for the selected street overlays and improvements to Hastings Avenue. 2. The recitals set forth above are incorporated herein. 2. The City Council accepts the bids and authorizes the execution of the City's standard construction contract for the selected street overlays and improvements to Hastings Avenue as identified in the Capital Improvement Program and modified by the staff report dated June 26,2006.
