CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE BIDS AND
AUTHORIZING THE EXECUTION OF THE CITY'S STANDARDIZED
CONSTRUCTION CONTRACT FOR THE 2006 LIFT STATION
RECONSTRUCTION PROJECT
DISCUSSION:
Introduction
The purpose of this agenda item is to accept the bids and authorize the
execution of the City's standardized construction contract for the 2006 Lift
Station Reconstruction Project.
Historv
This agenda item is part of the continuing process of Lift Station Rehabilitation
which was initiated by the Council's approval of a Standardized
Comprehensive Management and Rehabilitation Plan. Work to be completed
is due to the age and condition of the lift stations and all are prioritized based
on need.
On January 17, 2006, the City Council approved a resolution authorizing
Advanced Engineering and Environmental Services (AE2S) to proceed with
design and specifications for Butternut, Forsythe and Deerfield lift station
improvements. Additionally, on May 15, 2006, the City Council approved a
resolution allowing AE2S to complete design work on Lift Station 58 for
rehabilitation (to be funded by the Met Council as part of the turn back of the
interceptor line from County Road 82 to Lift Station 58). On June 5, 2006, the
City Council accepted plans and authorized advertisement of bids for the
project.
Rehabilitation components and replacement parts will follow the City of Prior
Lake's Lift Station Standardization process and will include pumps, guide rails,
electrical panels, other electrical components, wet well covers and hatches.
Current Circumstances
In accordance with the City purchasing policy, quotes were solicited for the lift
station rehabilitation project along with Lift Station 58 which is being funded by
the Met Council as part of the turn-back of the interceptor line from County
Road 82 to Lift Station 58. Quotes were received and opened on July 12,
2006. These quotes were higher than staff had estimated, making it
necessary to advertise for bids according to the purchasing policy. Bids were
received and opened on August 4, 2006, as follows:

Electric Pump was the lowest responsible bidder at $71,190. This price does
not include tax, which brings the estimated total to $74,440.
City staff will act as general contractor and supply all components and
replacement equipment based on the Lift Station Standardization process.
Work in the bid includes pump installations, temporary pumping, and some
excavation work which cannot be completed by City equipment. Utilizing the
Standardized Lift Station Equipment Guidelines, City staff is also requesting
approval for purchase of the lift station controllers for $23,206.35.
Conclusion
Staff is recommending awarding the standardized construction contract to the
lowest responsible bidder, Electric Pump. All work for this project will be
completed by October 1, 2006. It should be noted that staff will be coming
back to the Council in September for approval regarding purchase of the City
Standardized Equipment for the Lift Station Project.
FINANCIAL
IMPACT:
With the City as general contractor, considerable money will be saved by not
paying marked up costs for replacement equipment and components at each
lift station. Total construction costs for the City of Prior Lake are estimated at
$250,000.00 to be paid through the Sewer and Water Utility Fund. The
estimated cost for Lift 58 is $178,000.00, with construction costs being paid by
the Met Council.
ALTERNATIVES:
1. Approve a resolution accepting the bids and authorizing the execution of
the City's standard construction contract for work to be completed as part
of the 2006 Lift Station Reconstruction Project and authorizing staff to
purchase the lift station controller units.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item to a certain date in the future.

A RESOLUTION ACCEPTING THE BIDS AND AUTHORIZING THE EXECUTION OF THE
CITY'S STANDARDIZED CONSTRUCTION CONTRACT FOR THE 2006 LIFT STATION
RECONSTRUCTION PROJECT

WHEREAS, City staff has identified the following lift stations for rehabilitation:
1. Butternut
2. Forsythe
3. Deerfield; and
WHEREAS, The Capital Improvement Program for 2006-2010 has identified the
rehabilitation projects as a priority for the City and allocated funding therefor;
and
WHEREAS, The Interceptor Turn-Back Agreement with the Met Council included the turn-
back of Lift Station 58; and
WHEREAS, The Met Council has provided the funding for design and reconstruction of Lift
Station 58 as part of the City's Lift Station Reconstruction Project; and
WHEREAS, A total of three bids were received as follows:

The low bid was provided by Electric Pump, which totals $74,440 with tax; and
WHEREAS, The City previously adopted a Standardized Comprehensive Management and
Rehabilitation Plan for purchase of standardized equipment;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council accepts the bids and authorizes the execution of the City's standard
construction contract for the 2006 Lift Station Reconstruction Project.

3. The funding for the project shall come from the Sewer and Water Utility Fund, in an amount
not to exceed $74,440.
