1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Hellier and
Churchill. Absent: Lake. Also were City Manager Wedel, Community Development Director
McCabe, Police Chief Duggan and City Clerk Simon in attendance.

Braid: Council requested work directions from the community on parks. Grateful for staff and com-
munity feedback so we can make informed decisions. With this feedback we will begin moving
forward and start working on parks in a different manor.
Briggs: Echoing Council Member Braid. Wanted to especially highlight the staff that worked on this
project. City Manager Wedel, Public Works director Monserud, the Entire park and recreation team,
and Communication Manager Demars. Could not have hoped for a better team for communication
with the citizens and the wide variety of ways to communicate this.

B. Ordianance Amending Chapter 6 of the Prior Lake City Code Relating to Golf Cart Oper-
ations
City Manager Wedel presented the item. Braid: Prior Lake is a golf cart friendly community. It makes sense to have a licensed driver to be the one behind the wheel. Will be supporting this tonight. C. Ordinance Amending a Previously Approved Preliminary Planned Unit Development (PUD) Plan and a Resolution Approving a Final PUD Plan and Development Agreement for
the Cora Mixed Use Apartment Building Community Development Director McCabe presented the item. Braid: Thank you for all the details, answered all my questions. Briggs: Have grown more comfortable with this project especially with the amount of parking that is going in with this project. Plan to support this PUD.

D. Resolution Approving a Redevelopment Tax Increment Financing Development Agree-ment for TIF District No. 1-6 for the Cora Apartments Community Development Director McCabe presented the item. Braid: Thanked McCabe for the detailed report. This is the first certification of a TIFF in the last 9 years. These class A apartments will have all sorts of benefits. Draw in more people to shop in the downtown and support local business, public parking stall, Restaurant and a roof top patio. Will be supporting this project.
Briggs: Would largely duplicate Commissioner Braids comments. When giving out a TIFF it should be beneficial to the community, and this project has tons of benefits. Will be fully Supporting this Project.
