December 09, 2025
1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Lake and
Hellier. Absent: Churchill. Also present were City Manager Wedel, City Attorney Kendall,
Community Development Director McCabe, Finance Director Klekner, Police Chief Duggan and
City Clerk Simon in attendance.
Briggs: Wanted to mention the tragedy that happened within the community. The fire at the Mas-
jid Hamza Mosque in Prior Lake. Briggs thanked not only the Prior Lake Firefighters but also the
six other jurisdictions that assisted as part of the mutual aid call.

3. APPROVAL OF AGENDA
Wedel: Would like to amend the agenda to postpone item 6A. The recipient of this award is una-
ble to attend due to weather, therefore proposing an amendment to the agenda to remove item
6A.

City Manager Wedel Presented the item.
B. Recognition of Newly Appointed Planning Commissioners
City Manager Wedel presented the item.
Hellier: Thanked the new planning commission member for stepping up, applying and going
through the process to become a new planning commission member. He looks forward to working
with them.
C. Recognition of Dan Ringstad – Planning Commission
City Manager Wedel presented the item.

Braid: Thanked Dan for his decades of service to the community. Along with pointing out positive
impact he had on other planning commission members and council members. Recognized the work
Ringstad has done for the community.
Lake: Welcomed the new planning commission members and thanked Ringstad for his many years
of service on the planning commission.

nomic Development Authority Property Tax Levy to Scott County Department of Taxation.

David Entler. 15244 Oak Ridge Circle: Thanked the City Council for the work that they are doing.
He noted that his property taxes increased by 10% in 2026. If this rate of increase continues in
future years it will become a financial burden. He would like council to take that into consideration
in the future to keep Prior Lake a beautifully maintained city but with the lowest possible tax rate.

Braid: Worked on the budget all year, it’s been a difficult year balancing the needs of the taxpayers
and the city. Council prioritizes public safety which is majority of the budget. Staff and council have
put a lot of work into this budget to keep it the lowest in the County and the metro.

Lake: Echo what Councilmember Braid noted about the work staff and council put into this budget.
Every increase is not taken lightly, very considerate of every taxpayer’s dollar.
Briggs: Thanked Mr. Entler for his acknowledgement of the city and really believes that he should
sit down with the city manager to have a better conversation about this increase. Is in full support
of this resolution tonight.

Wedel: Noting the removal of the low dose hemp derived license fee. The state intends to take over
this licensing process. We left this on as a place holder until the city gets the final confirmation from
the state.
Braid: Council works really hard to keep these water and sewer fees down. There are certain roads
that need to be done, and this pay as you go strategy will help prevent the roads from getting to a
state of complete destruction while limiting the amount of new debt issuance. Will be supporting
this tonight.
