BACKGROUND: The City operates 41 sanitary sewer lift stations that manage the wastewater conveyance into the Met Council system for treatment at the Metropolitan Council wastewater treatment plant located in Shakopee. These lift stations are inspected weekly, cleaned at least twice annually, and inspected annually by a contracted professional in an effort to maximize the useful life of the components. The pumps and other control components are recommended for rehabilitation every 15-20 years. A work order with Advanced Engineering and Environmental Services, LLC (AE2S) in the amount of $124,240 was executed on November 25, 2025 for the design, bidding, and construction administration for this project. The project plans and specifications will be completed and the project will be advertised for bid early in 2026. A recommendation to award a contract will be presented at a future council meeting. The pumps and control panels for this project often have long procurement times and delivery windows. Purchasing the equipment at this time – instead of waiting for the contractor to supply it – will ensure the project stays on schedule for completion in 2026. Staff requested the attached quotes from Total Control Systems, Inc. (TCS) to provide new control panels for the Raymond and Spring Lake lift stations that are similar to other recently-replaced control panels and compatible with the SCADA controls that are being installed in city lift stations. Public Works staff have strong familiarity with the TCS product, and purchase of these control panels will provide the desired consistency in the operation of the 41 city lift stations. Therefore, staff recommend purchasing two control panels from TCS at this time for the quoted amount of $95,960 ($47,980 each). Staff also solicited a quote for new pumps at the Raymond lift station. Pumps are typically replaced during a rehabilitation project, but since the Spring Lake lift station pumps were replaced in 2022, only the Raymond lift station is in need of new pumps at this time. Staff recommend purchasing the pumps from Electric Pump for a total of $29,820. That leaves $469,800 for a future construction contract to be awarded at a later date. ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution authorizing the purchase of equipment for the Raymond and Spring Lake lift station rehabilitation project. 2.
