BACKGROUND: A contract in the amount of $1,195,629 for the Lakeside Sewer Lining Project was awarded to J.C. Dillon, Inc. at the September 24, 2024 City Council meeting. This project included the Cured In Place Pipe (CIPP) lining of approximately 93 pipe segments located in back yards along the lake, as well as the raising of 7 manholes throughout the project area. Approximately 85% of the pipe lining has been completed at this time. As the project progressed, it was determined that three additional manholes are in need of raising, one of which is significantly below grade and will require excavation and an additional barrel section to bring it to grade. The cost to raise the additional three manholes is $25,281.93 which represents a 2.1% increase to the construction contract. Having these manholes raised to grade and easily accessible is critical to providing efficient and effective service in the event of a sewer backup. Therefore, staff recommend council approval for Change Order 1 in the amount of $25,281.93. FINANCIAL IMPACT: This change order in the amount of $25,281.93 represents a 2.1% increase in the construction contract. The estimated total project cost is $1.65 million, which includes construction and overhead. The City was awarded a Met Council Inflow & Infiltration grant in the amount of $197,875 from the Met Council, and the Sewer Utility Fund 604 has $1,500,000 budgeted for this project. ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution approving Change Order 1 for the Lakeside Sewer Lining Project (2021-14). 2. Dillon, Inc. on September 24, 2024; and WHEREAS, the original scope of the project included raising seven manholes throughout the project area; and WHEREAS, staff have identified three additional manholes in need of raising; and WHEREAS, the cost to raise the additional three manholes is $25,281.93 which represents a 2.1% increase to the construction constract; and WHEREAS, city staff recommend approving Change Order 1 in the amount of $25,281.93 to ensure these manholes are accessible in the event of a sewer backup. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are hereby authorized to approve Change Order 1 in the amount of $25,281.93 for the Lakeside Sewer Lining Project (2021-14). 3.
