AGENDA ITEM: Site Plan Review – Pulte Group
RECOMMENDED ACTION:
Provide direction to staff and developer related to a proposed residential development located
southeast of the CH21/CH42 intersection.
BACKGROUND:
Pulte Group has been working with the Vierling Family for several years on the potential
acquisition and development of approximately 80 acres of land at the southeast corner of
CH21/CH42. Pulte Group has prepared a conceptual site plan which proposes to complete the
Fountain Hills Drive extension to CH21 and construct four different residential housing types south
of Fountain Hills Drive and north of Carriage Hills Parkway. The proposed acquisition does not
include the property guided for commercial development north of Fountain Hills Drive.
Issues
The City of Prior Lake comprehensive land use plan identifies approximately ten (10) acres of
land south of Fountain Hills Drive as future Business Office Park. Pulte Group is proposing a mix
of residential densities south of Fountain Hills Drive. A comprehensive plan amendment would be
required for the development to proceed as proposed.
The City of Prior Lake Park and Trail System Plan identifies a future community park with a focus
on athletic fields in this area. With the recent failed park referendum vote and ongoing discussions
about an athletic field focused community park elsewhere in the city, a community park in this
area may no longer be desired.
Conclusion
Staff and the developer would appreciate council direction related to their willingness to consider
a land use plan amendment to reguide approximately ten (10) acres of Business Office Park to
residential and council direction related to the need or desire for a community park in this area.
