BACKGROUND: The infrastructure and many amenities within Memorial Park are aging and will soon require attention. It is recommended in the approved Park and Trail System Plan that a Master Park Plan is developed for Memorial Park to help guide future investments and upgrades. HKGi, a member of the city’s consultant pool, has provided a proposal for developing a Master Plan for Memorial Park. The proposed work would include an assessment of existing conditions and amenities within the park, community engagement to help shape the plan, development of alternative park concepts based on feedback, and an implementation and funding strategy for the proposed improvements. The total proposed Work Order amount is $74,700 and includes the following work items and schedule: February through May 2026: Project initiation, site analysis, community engagement including on-site meetings with staff and key user groups, and summarizing the input. June through November 2026: Concept development, implementation strategy, and final plan adoption, including refining park concepts, preparing cost estimates, and presentations to staff and council. FINANCIAL IMPACT: The 2026 Revolving Park Equipment Fund includes $100,000 for the development of a Master Park Plan for Memorial Park. This proposal of $74,700 is within this budgeted amount. As the home of Prior Lake’s high school and town ball baseball teams, Memorial Park is one of the City’s most-used parks and plays an important role as a place to honor the many area Veterans who served in the United States Armed Forces. With the park also serving an important role for residents in nearby neighborhoods, the master planning process will need to capture meaningful input from a broad range of community stakeholders and result in a Master Plan that positions the City for success in meeting its goals for this project. We believe HKGi is a great fit to lead this project due to a combination of our previous work providing park planning services in Prior Lake, and HKGi’s experience successfully addressing some of the key issues that will impact the Memorial Park Master Plan. Our work with the City of Prior Lake has included completion of a new pickleball facility at Spring Lake Regional Park, ballfield and playground improvements at Ponds Park, and a new Master Plan for Lakefront Park. This work and other park projects for the City has provided us with an understanding of Prior Lake’s parks development context, direction, and short- and long-term objectives. In addition, some of our previous work for other communities has addressed issues similar to those anticipated for this planning process. For instance, HKGi worked with VFW Post #1791 to reimagine Veterans’ Memorial Park in Chaska. This project involved working with a targeted stakeholder group to develop and realize a unique and creative park vision. Likewise, our work on Gleason Fields in Maple Grove involved designing a new, tournament- level ballfield complex while at the same time designing new amenities and improvements to serve the neighborhood park needs of nearby residents. Finally, we also recognize that the Master Plan needs to provide a set of strategies the City can use to secure funding for implementation initiatives. The Master Plan will position the City to compete well for public and private funding sources, and it will also be designed to serve as a marketing communications tool to help attract investment. Master plans developed by HKGi have helped secure grant funding in several communities, and HKGi has written many successful grant applications for park improvements, including Ponds Park, where funding was used to improve accessibility and enhance the ballfield complex. In addition to HKGi staff, our proposed team includes HCM Architects, who will provide architectural planning expertise as part of the base proposed fee and work scope. Our proposal also includes an optional architectural service provided by HCM, should the City wish to include a higher level of architectural concept planning as part of this master plan. Bolton and Menk will also contribute to our team, providing civil engineering expertise. Create. 800 Washington Ave. N., #207 Minneapolis, MN 55401 612-338-0800 | hkgi.com PROJECT UNDERSTANDING PONDS PARK PRIOR LAKE,MINNESOTA The City of Prior Lake is seeking to develop a master plan for Memorial Park, an 11 1/2-acre park that is home to Veterans Field (a full sized baseball field) and support amenities (parking, training, concessions, storage), neighborhood park features (playground, basketball court, trees, trails, and picnic shelters), and a memorial to Veterans. The park has served the community and honored Veterans for more than 75 years. The park hosts the City’s annual Memorial Day ceremonies, and the site has hosted baseball even before becoming a City Park. There have been many changes and improvements to the site over the years, with the last large upgrades coming in the late 1990s, following the 1997 referendum. As these features reach 25-30 years of age, it is necessary to plan for replacements and renovations. These updates will need to reflect current standards for accessibility, safety, environmental considerations, and recreation preferences. The Master Plan will also incorporate current uses and may potentially add new amenities. In 2024 the City adopted the Prior Lake Park and Trail System Plan to guide systemwide development and reinvestment in parks across the City. The System Plan identifies some opportunities for improvement including new/updated park features and enhanced accessibility, particularly for the playground. It also recommends a deeper look at the site through a master planning process. Memorial Park is used by a wide range of people for many different purposes. It is important that the master planning process includes thoughtful and robust engagement to guide the plan. A successful engagement effort will also create community buy- in and champions who can help advocate for the implementation of the plan. HKGi’s engagement methods are outlined in the Public Engagement Approach on page 8-9 of this proposal. Implementation will be an important part of this plan as well. Parks projects in Prior Lake need to align improvements with funding sources. A plan that can leverage outside funding will help the City’s financial resources go further. Identifying opportunities for grants, partnerships, fundraising, and other Project Understanding sources will be an important part of the Master Plan. Likewise, concepts for park development and improvements must balance new ideas with financial feasibility and possible funding sources. HKGi will serve in the primary role for park planning and design. We have included Bolton and Menk for engineering analysis and HCM Architects to review the existing buildings. HKGi can provide high level incorporation of buildings into the master plan (siting, general size and use) but we are also able to offer additional services from HCM to further develop building programming, concept alternatives, and more in-depth cost estimates related to existing or new buildings on site. Understanding & aPProach 2 PROPOSED WORK PLAN & SCHEDULE VETERANS’ MEMORIAL PARK CHASKA, MINNESOTA Task 1: Project Initiation Expected Timeframe: 1/20-2/28 This task includes a kickoff meeting with City staff and the project team. This meeting will clarify goals for the project, confirm schedule and scope, and begin the planning process. The project team will work with the City to collect background information related to the park. We will also collect publicly available information through online sources such as the MN Geospatial Commons and MNTopo. Lastly we will have a site visit to examine current conditions at the park. We will aim to coordinate this site visit with clear weather, and as part of the kick- off meeting, if possible. TASK 1 MEETINGS: -Kickoff Meeting -Site Visit Task 2: Site Inventory and Analysis Expected Timeframe: 2/1-4/15 Utilizing field maps, we will use geo-located photos to document the conditions and issues at the park. We will examine park elements as well as the buildings. We will also use GIS data and site visits to prepare a series of analysis maps including neighborhood context, infrastructure/utilities, topography, circulation, vegetation, and use zones. We will also incorporate findings related to the buildings and upcoming needs. Using the information gathered and analyzed, we will prepare a draft opportunities and constraints diagram and write-up. We will cover this information with stakeholders and the community in Task 3, and update the findings to include public input. TASK 2 DELIVERABLES: -Georeferenced photo inventory in GIS -Analysis maps and findings -Draft Issues and Opportunities diagram and write- up -Revised Issues and Opportunities diagram and write-up after Task 3 Proposed Work Plan the initial site visit to Memorial Park will give the planning team the chance to begin to assess the park’s current condition and to learn from staff about the park’s issues and opportunities. one of the key deliverables from task 2 will be an issues and opportunities diagram that will set the stage for public engagement in task 3 and concept exploration in task 4. Work Plan & schedUle 4 Task 3: Community Engagement Initiation Expected Timeframe: 3/1-4/15 Task 3 is the first phase of community engagement for the Master Plan. This task is described in more detail in our Public Engagement Approach section, beginning on page 8. HKGi will prepare a public engagement plan and review it with staff to confirm stakeholder groups and make sure the approach fits the City’s needs. The following sub-tasks may be adjusted based on the approved engagement plan, but we anticipate completing the items below and have incorporated them into our budget. If they need to be revised, we will work to accommodate the updated approach. 1. We anticipate up to four meetings with stakeholders to discuss their needs, issues, and use of the park and how they envision future use or improvements. 2. An online survey for the general public will be utilized to better understand how the park is used today and what improvements the public would like to see moving forward. 3. We will summarize the input themes and priorities and also incorporate them back into the Issues & Opportunities findings from Task 2. TASK 3 MEETINGS: -Meeting with City Staff -Up to 4 meetings with stakeholder groups (virtual anticipated, can shift if needed) TASK 3 DELIVERABLES: -Public Engagement Plan -Meeting Agendas and Minutes -Survey Response Data -Themes and Priorities Summary Task 4: Concept Development Expected Timeframe: 4/15-7/15 Following the analysis and first round of community engagement, we will use the findings to create 2-3 alternative concepts for the park. The concepts will be designed to test different ideas, tradeoffs, layouts, levels of investment, and park program approaches. The concepts will be used as a basis for conversations with staff, stakeholders, and community members about what ideas seem the most exciting and feasible, and what concerns they have with each concept. These conversations will occur through another round of stakeholder meetings (4 anticipated) and an online feedback mechanism. Concepts will be refined and each concept will be evaluated for how well it meets the City’s and various stakeholder needs and priorities. TASK 4 MEETINGS: -Meeting with City Staff -Up to 4 meetings with stakeholder groups (virtual anticipated, can shift if needed) TASK 4 DELIVERABLES: -2-3 Concept Alternatives -Meeting Agendas and Minutes -Online response data -Evaluation matrix for the concepts a variety of ideas will be explored during task 4 and will form the basis for 2 to 3 distinct park concepts. these concepts will inform conversations with stakeholders and help determine which ideas are incorporated into the final Preferred Concept. MEMORIAL PARK MASTER PLAN / PRIOR LAKE, MINNESOTA 5 Task 5: Preferred Master Plan Expected Timeframe: 7/1-8/31 After evaluating the strengths and weaknesses of each concept alternative, we will prepare a preferred concept, which will illustrate features, locations, circulation, parking, and other key elements. Using this concept, we will prepare plan renderings and 3D model visualizations (images and walkthrough) to help staff, officials, stakeholders, and the public better understand the preferred concept. We will present the preferred concept to staff first, and refine the plan based on that feedback prior to presenting to the City Council. With the City Council we will facilitate a discussion about the plan and their priorities for the park. Their feedback and priorities will be incorporated into the implementation strategies and final plan. TASK 5 MEETINGS: -Meeting with City Staff -City Council Meeting TASK 5 DELIVERABLES: -Preferred Concept Plan -Preferred Concept Visualizations Task 6: Implementation Strategy Expected Timeframe: 8/15-9/30 Using the preferred concept and the feedback collected on it, HKGi will prepare an implementation and phasing plan, including planning level cost estimates and identification of potential funding sources. This portion of the plan will serve as a “to-do list” for the City to bring the concept plan to life. We know that the plan will not be realized overnight, and will not be fully realized without strong partnerships. The implementation strategy will help sort priorities, assign projects to various stakeholders and funding groups, and align with the City’s budgeting goals. The plan will also consider the implications of the design for maintenance and operations in the park. TASK 6 DELIVERABLES: -Phasing Plan -Planning Level Cost Estimates -Identification and alignment of funding sources with projects -Maintenance and operations write-up Park renderings will be developed as part of the Master Plan and have proven to be valuable marketing tools to promote implementation initiatives. Working with staff, we will refine and adjust the plan as necessary before presenting it to City Council for final adoption. The Master Plan will be provided digitally, formatted for printing and will include the work from previous tasks including: -Existing Conditions Report and Base Maps -Public Engagement Summaries -Concept Alternatives -Preferred Master Plan (graphics, renderings, and supporting narrative) -Implementation, Phasing, Cost Estimates, and Funding Sources The project team will present the final plan to the City Council, and facilitate any discussion about the plan as needed. All work generated through the process including GIS data, presentation files, and plan documents (PDF and InDesign) will be provided to the City. TASK 7 MEETINGS: -Meeting with City Staff -City Council Meeting TASK 7 DELIVERABLES: -Final Plan Document -All project data, presentations, and documents generated for the project Additional Service Architectural Master Planning Our base project includes analysis of the existing buildings as part of Task 2. It also includes high level building siting and use. If the City anticipates a more intensive exploration of new buildings at Memorial Park, HCM is able to develop an enhanced level of architectural master planning to match what will be developed for the rest of the park. The timing would match the park planning process. Additional work would include development of 2-3 concept alternatives with sizes, internal programming diagrams, and space considerations in Task 4. Task 5 would further develop a preferred concept with more detail and design incorporated into the concept and renderings. MEMORIAL PARK MASTER PLAN / PRIOR LAKE, MINNESOTA 7 We value public engagement as a key driver of the park planning process. The groups we hope to engage will be enjoying this park long after the Master Plan is completed, and it is important that the Plan and its implementation reflect what they want to see. When stakeholders are engaged in the process, ideas are tested by people who know the park best, and the final designs better serve users. We also know that when stakeholders feel more ownership over the ideas, they serve as champions for the implementation steps of a plan, ranging from advocacy, to funding, to taking care of the park after it is built. Ponds Park is an example of the way that engaging stakeholders made a big impact on the outcome of the plan. Originally conceived of as a replacement project of the adult size fields, PLAY was engaged and discussed how they would benefit from fields with youth specific dimensions and features in the park. This resulted in a redesign of the facility, a coordinated phasing plan that allowed PLAY to continue games at the park during construction, and PLAY contributing ideas for feature upgrades. For the Memorial Park Master Plan, as part of Task 3, we will develop the public engagement plan in Public Engagement Approach collaboration with City staff. Developing a more detailed engagement plan at this stage in the process will allow the project team and City staff to remain flexible if we learn things during the startup and existing conditions tasks that require adjustments to the public engagement approach outlined in this proposal. The first round of engagement then begins as part of Task 3. At this stage, stakeholders will help us understand the key aspects of how different groups and people use the park, the issues they encounter, and what they would like to see there in the future. We have budgeted for up to four virtual meetings during Task 3. These meetings will cover “what we’ve seen” from our existing conditions task and an overview of current trends in parks, athletic facilities, and memorials. Our primary focus will be a facilitated discussion with each stakeholder group to understand their current and future ideas for the park. We also anticipate utilizing an online survey to allow individuals to provide feedback and ideas. During Task 4 – Concept Development, we have budgeted for an additional round of meetings with the stakeholder groups to review different ideas for the park. These meetings will cover the alternative concept ideas and allow the groups to provide feedback about what they like and don’t like about each concept. We will also include an online option for the general public to provide feedback on the alternative concepts. During Task 4, we will also host a pop-up at the park during a baseball game. We will be in person to discuss the various concept ideas and have conversations about preferences. We will identify key stakeholder groups with City staff as part of the public engagement plan development, but potential stakeholders could include: NEIGHBORS Memorial Park serves as the neighborhood park for many Prior Lake residents living on the east side of Highway 13. Park elements like the playground, picnic shelters, and basketball court serve the neighborhood. BASEBALL GROUPS This site has hosted Prior Lake baseball games since before it was a park and when it was surrounded by farm fields. It is currently home to a number of different baseball teams, including numerous teams from PLABA, PLAY, and Prior Lake Schools. These different groups may have different ideas and capacity when it comes to improvements Veterans Field at Memorial Park. VETERANS Founded following WWII, the park and baseball field honor the Community’s Veterans, including those who have died in service to the country. It is the destination of the City’s Memorial Day parade and ceremony. In other communities, we have worked with the local VFW and/or Legion to understand how they run their ceremonies and what their priorities are for improvements. Budgets for Tasks 3 and 4 include a fourth meeting. We will work with the City to determine the right audience for that meeting, but it could include outreach to the general public, elected and appointed officials, service organizations, maintenance staff, or others. Park Planning Services HKGi has worked with the City of Prior Lake to assess conditions at Ponds Park and identify solutions to several issues plaguing the park. Several ballfields experienced poor drainage resulting in frequent flooding and poor playing conditions. Other issues involved conflicts between adjacent uses, underutilized fields, and traffic congestion. HKGi conducted visual studies to determine the appropriate scale of improvements to address the drainage issues, including strategic regrading and relocation of home plates to provide greater separation between ballfields. Program conflicts were also addressed by re-purposing and right-sizing fields. The solutions HKGi designed also provided the opportunity to design additional improvements such as new batting cages, shade structures, trees and a hillside seating area. The reconfiguration also enabled the City to commission HKGi to design a new playground, which was opened in summer, 2024. HKGi’s concept included several remembrance-themed features including a Service Plaza and a Coin Check display that will allow veterans to share their stories. A Memorial Grove of Serviceberry trees leads to the Remembrance Clearing, whose dramatically lit sculptures will be visible from Fireman’s Park on the other side of the lake. Play elements include a picnic lawn, horseshoe pits, archery range, and an obstacle course-themed play area. HKGi worked closely with the stakeholders to create the final design for the park, and provided construction administration services. Because of the unique nature of several of the park’s furnishings and features, HKGi conducted a substantial amount of research, worked with vendors to custom-design and fabricate memorial and display elements, and coordinated with construction and installation contractors to ensure the final product remained true to the initial concepts and spirit of the park. The building program will be supplemented by an extensive community activity area outside of the park building. This outdoor site program includes an activity lawn and plaza, a skate plaza with fire pit that will become additional program space in non-winter seasons, new destination playgrounds for multiple ages, a new splash pad, and a hammock grove. A new drop-off drive and parking as well as new enhanced street crossings will improvement safety, especially for children participating in programs at the Fridley Community Center across 61st Ave. NE from the park. The north side of the park will feature new ballfields and pickleball facilities as well as a grand open lawn space. New picnic shelters and food truck access will also be part of the reimagined Commons Park. Because of its key location near the high school and its stadium, Fernbrook was also designed to accommodate overflow parking needs and will also serve as a potential community event space. In addition to providing landscape architecture services, HKGi’s role on the project was to provide ideas, creativity and insight into park and recreation space and programming needs and to bring creative problem-solving and placemaking expertise to the overall design process. The primary intent of the project is to enhance the spectator experience by improving seating, landscaping, and other visitor amenities. The project has also included modest improvements to amenities for ballplayers and field storage as well as ensuring that viewsheds of Lake Minnetonka for nearby residents are not compromised by physical park improvements. HKGi’s landscape architects explored a range of potential design options with City staff, community members, and athletic organization representatives. Three-dimensional renderings were developed and used to test concepts and evaluate design details. Once preferred design concepts were identified and confirmed, HKGi’s designers carried the design process through schematic, design development, and construction documentation, with bidding underway in Spring, 2025. A combination of stone and traditional benches, new seating at ground level, accessibility improvements, and new viewing lawns will combine to create a comfortable gathering place for watching games or for viewing activity on the lake and elsewhere in the park. These studies have included an athletic facilities needs assessment for the communities in South Washington County; an Outdoor Athletic Facilities Study focused on assessing Woodbury’s needs; and a Community Recreation Impact Study for Woodbury that assesses the usage of Woodbury’s broader parks and recreation programming and facilities. These projects involve in-depth data collection, including an inventory of public facilities, programs and services offered within the community; a demand assessment; needs expressed by community stakeholders; and projected demand based on anticipated community growth. The assessment also includes a comparison of the community’s service levels to national and regional standards and other peer communities identified by the client and the consultant. The needs assessments have enabled Woodbury and South Washington County communities to identify their service gaps or overages, if they exist, and provide for well- informed decision making when planning for future facility and program needs. HKGi’s most recent park planning work has involved development of the recently completed Athletic Fields Framework Plan. This planning process explored concepts for configuration and improvements at the Dave Anderson Athletic Complex; Oak Knoll Athletic Complex (including school district property); and Plants and Things Recreation Complex. HKGi’s planners took these concepts through a schematic design phase, which enabled HKGi and parks staff to test a variety of ideas for site fit, identify program elements, and development planning level cost estimates. This “framework” allows the City to develop a funding strategy for implementation and anticipate potential issues, such as property ownership or wetland delineation, that will need to be addressed during implementation phases. The framework also helps the City know which existing facilities will also need future investment in order to continue to meet the demand for different types of recreational facilities. The Plan is concise and is intended to provide an overview of plans for each park, service outcomes, timing of improvements, and next steps for implementation. The Plan also includes information from HKGi’s previous Athletic Fields Study, which provides background data related to the City’s anticipated future needs. The Main Building has a open air covered picnic shelter with single and multi-occupant restrooms. The building also contains a utility room that serves the adjacent splash pad and playground areas. The Field Support Building also has an open air covered picnic shelter with restrooms but additionally features a tournament officials’ space for housing individuals that provide information and administer four soccer fields. The Grandstand contains concessions prep/serving, storage, restrooms, press box and a large seating area overlooking a regulation sized baseball field. The building can seat up to 450 visitors, and is surrounded by a large plaza with a beer garden. *Landscape plan developed by SRF Project teaM & Personnel 26 City of Plymouth Northwest Greenway Pavilion HCM Architects designed the Northwest Greenway Pavilion in Plymouth, Minnesota, a three-season open-air facility positioned on a ridge overlooking protected wetlands. As a signature civic amenity, the pavilion accommodates community gatherings and events with covered seating for up to 200 guests and includes support spaces such as a servery and green room. The design features a striking blend of durable materials—stone piers, exposed steel framing, and warm wood tongue- and-groove ceilings—creating a refined yet functional environment that connects seamlessly with the natural landscape. Its configuration and orientation were carefully planned to maximize scenic views and connect directly to over seven miles of trails throughout the Northwest Greenway. In addition to architectural design, HCM led site integration and interior programming, ensuring the facility would serve a wide range of public uses while reinforcing the city’s goals for a visually distinctive, community-focused landmark. As lead architect, HCM was responsible for site planning, architectural design, and coordination with MPRB staff to align the project with long-term goals for the site. The clubhouse includes a Pro Shop, sales counter, manager’s office, toilet and changing rooms, modest indoor seating, and a welcoming patio that overlooks the practice green and first fairway. HCM ensured that the building offered a fully accessible route, new landscaping, and mechanical support spaces to serve both staff and guests. The design emphasized flexibility, visibility, and integration with its surroundings—maximizing views and creating a strong visual identity within the neighborhood.
