MEETING MINUTES
Monday, September 8, 2025
Parkview Conference Room
1. CALL TO ORDER
Chair Prchal called the meeting to order at 3:58 p.m. In attendance were Prchal, Lake, Marco, Braid,
and Boucher-Hoese. Absent: None. Also, present were Executive Director Wedel, Community
Development Director McCabe, and Development Services Assistant Peppin.
2. APPROVAL OF AGENDA
MOTION BY LAKE, SECONDED BY BRAID TO APPROVE THE AGENDA
Ayes by Prchal, Braid, Boucher-Hoese, Briggs and Marco.
That motion carried 5-0.
3. APPROVAL OF MEETING MINUTES
MOTION BY BRAID, SECONDED BY BOUCHER-HOESE TO APPROVE THE July 22, 2025,
MEETING MINUTES.
Ayes by Prchal, Braid, Boucher-Hoese, Briggs and Marco.
That motion carried 5-0.
4. CONSENT AGENDA
A. Monthly Development Update (8/31/25)
MOTION BY BRAID, SECONDED BY LAKE TO APPROVE THE CONSENT AGENDA.
Ayes by Prchal, Braid, Boucher-Hoese, Briggs and Marco.
That motion carried 5-0.
5. OLD BUSINESS
A. Strategic Property Acquisition Update
Wedel: Updated the EDA Commissioners on the recent discussions with the Prior Lake VFW
and the potential interest in a land swap between the City and VFW involving the city property
at the intersection of Pleasant St./Main Ave. and the VFW property along Colorado St. The VFW
will be discussing amongst their membership, and their primary concern appears to be related
to future off-street public parking availability.
6. NEW BUSINESS
A. EDA-Owned Property Discussion
McCabe: discussed the condition of the two EDA-owned properties on Colorado Street and
asked if the EDA would consider removing one or both of the homes.
Commissioners: discussed the removal of the homes and related impacts on a future
redevelopment TIF district if one or both homes were removed. Commissioners directed staff to
research potential demolition of one or both structures and the related impact on a future TIF
district and provide options to the EDA for consideration at a future meeting.

7. OTHER BUSINESS
A. Staff Updates
i. Dakota Street Redevelopment
McCabe: Provided information regarding the Cora Apartment project and anticipated PUD and
TIF requests on upcoming planning commission and city council agendas, noting staff and the
developer are still working through items related to funding of the park restoration and finalizing
the TIF agreement.
ii. Downtown Development Walk
McCabe: Mentioned the mayor and staff walked the downtown area with two developers with
interest in a mixed-use redevelopment project.
iii. Scott County CDA Broker Event
McCabe: Informed the EDA that he will be attending a Scott County CDA Broker Event on
September 18th. McCabe said it is an informational event for brokers and staff from the
individual Scott County communities will have an opportunity to share current activities and
development opportunities in their cities.
B. Commissioner Comments
i. Feedback on the new downtown sculpture has been positive.
ii. Chalk Fest is this upcoming weekend.
iii. Nonprofit formation for the Friends of the Arts Prior Lake appears to be progressing toward final
approval soon.
iv. Future meeting dates were discussed. Commissioners supported one meeting in early- to mid-
December opposed to having one meeting each month.

MOTION BY BOUCHER-HOESE, SECOND BY BRAID TO ADJOURN THE MEETING.
Ayes by Prchal, Marco, Boucher-Hoese, Braid and Lake.
That motion carried 5-0.
