HomeMy WebLinkAbout05(C) - Approve a Resolution to Amend the Agreement for Fire and Rescue Services with the City of Credit River and Spring Lake Township Report ITEM: 5C CITY COUNCIL AGENDA REPORT MEETING DATE: February 10, 2026 PREPARED BY: Jason Wedel, City Manager PRESENTED BY: Jason Wedel AGENDA ITEM: Resolution Amending the Agreement for Fire and Rescue Services with the City of Credit River and Spring Lake Township RECOMMENDED ACTION: Approve a resolution amending the agreements with the City of Credit River and Spring Lake Township to Provide Fire and Rescue Services. BACKGROUND: In 2021, the city entered into its most recent Agreement with the City of Credit River and Spring Lake Township to provide fire and rescue services. The term of the agreements is for 10 years and will end on December 31, 2031. Included in the current agreement is the allocation of how costs will be split amongst Prior Lake, Credit River and Spring Lake Township and includes a list of the future major expenditures such as the purchase of a fire engine in 2021. Through the City's capital improvement planning process it has been determined that a new ladder truck will be needed in 2027 to replace the existing ladder truck which is nearing the end of its useful life. This expenditure was not included in the current agreement and needs to be added and approved by all parties. The Spring Lake Township Board reviewed the proposed contract amendment at their meeting on January 8, 2026, and subsequently approved it. The Credit River City Council reviewed the proposed contract amendment at their regular meeting on February 2, 2026, and approved it as well. FINANCIAL IMPACT: The total cost of the new ladder truck is $1,860,312. This included an initial deposit of $400,000 which has already been paid. The remaining balance owed at the time of delivery will be $1,460,312. Per the amended agreement, Credit River and Spring Lake Township have the option of paying their proportional share of the cost up front or they can have it amortized over 15 years. ALTERNATIVES: 1. Motion and a second as part of the consent agenda to approve a resolution approving the amendment to the agreement for fire and rescue services with the City of Credit River and Spring Lake Township. 2. First Amendment to Agreement for Fire and Rescue Services (City of Credit River) 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 26- RESOLUTION TO APPROVE FIRST AMENDMENT TO AGREEMENTS WITH CREDIT RIVER AND SPRING LAKE TOWNSHIP TO PROVIDE FIRE AND RESCUE SERVICES Motion By: Second By: WHEREAS, Credit River and Spring Lake Township are authorized by law to provide fire protection for all the property in said city and township; and WHEREAS, the City of Prior Lake owns fire apparatus and equipment generally consistent with nationally recognized standards and employs fire fighter trained for the purpose of providing suppression and rescue services; and WHEREAS, the existing agreement with Credit River and Spring Lake Township has a term of January 1, 2021 to December 31, 2030; and WHEREAS, paragraph 4 of the agreement describes how payment methods will be calculated for each of the parties and includes a list of future substantial equipment purchases; and WHEREAS, an amendment is needed to the agreement to include the purchase of a new ladder truck in 2027. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are authorized to execute the First Amendment to Agreements for Fire and Rescue Services with Credit River and Spring Lake Township.
