AGENDA ITEM: Resolution Approving the Met Council Grant Application and
Agreement for the Lakeside Sewer Lining Project (CP 2021-14)
RECOMMENDED ACTION:
Adopt a resolution approving the Met Council grant application and agreement for the Lakeside
Sewer Lining Project (CP 2021-14).
BACKGROUND:
The Lakeside Sewer Lining Project includes the cured-in-place pipe (CIPP) lining of 3.5 miles of
vitrified clay pipe that is more than 40 years old and located in the back yards of lakeside
properties. City Council awarded a contract in the amount of $1,195,629 to JC Dillion on
September 24, 2024. The project is approximately 85% complete, with the remaining 15% to be
completed in spring 2026.
Staff applied for an Inflow & Infiltration grant from the Met Council to help fund this project. A grant
in the amount of $197,985 was awarded to the City via a Letter of Intent on February 5, 2024.
Staff is now able to request disbursement of this grant funding from the Met Council. As part of
the disbursement process, the Met Council requires a Council resolution approving the grant
application and agreement. It is appropriate to formalize the grant application and agreement via
the attached resolution at this time.
FINANCIAL IMPACT:
The total estimated cost for the Lakeside Sewer Lining project is $1.65 million, which includes
construction and overhead. The city was awarded a $197,875 grant from the Met Council, and
the remainder of the funding will come from the Sewer Utility Fund 604 which has $1,500,000
budgeted for this project.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution approving the
Met Council grant application and agreement for the Lakeside Sewer Lining Project (CP
2021-14).
2. Motion and second to remove this item from the consent agenda for further discussion.

RESOLUTION 26-
A RESOLUTION APPROVING THE MET COUNCIL GRANT APPLICATION AND
AGREEMENT FOR THE LAKESIDE SEWER LINING PROJECT (CP 2021-14)
Motion By: Second By:
WHEREAS, the Minnesota State Legislature has appropriated general obligation funds for
grants to municipalities to reduce inflow and infiltration in their public system
infrastructure, administered by Metropolitan Council Environmental Services
(MCES); and
WHEREAS, application to participate in the MCES 2023 Municipal Grant Program (Grant
Program) was made in the fall of 2023 for reimbursement for a percentage of
construction costs for the Lakeside Sewer Lining Project (2021-14); and
WHEREAS, the city was notified by MCES Letter of Intent dated February 5, 2024 of approval
to participate in the Grant Program and of estimated Final Reimbursement
Amount (FRA) of $197,985; and
WHEREAS, the City Council awarded a contract for this project in the amount of $1,195,629
to J.C. Dillon, Inc. on September 24, 2024; and
WHEREAS, a Grant Agreement between the Metropolitan Council and the City of Prior Lake
has been drafted by MCES; and
WHEREAS, J.C. Dillon, Inc. has completed $855,606 of the work eligible for funding, and the
city desires to enter into a Grant Agreement to finalize the reimbursement
process.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The City Council hereby approves the application for the MCES 2023 Municipal Inflow &
Infiltration Grant Program.
2. The City Council hereby authorizes the Director of Public Works to execute the forthcoming
Grant Agreement between Metropolitan Council and City of Prior Lake, subject to minor
modifications and review by the City Attorney.
