RECOMMENDED ACTION:
Adopt a Resolution Approving a Temporary Liquor License for the Prior Lake VFW on Friday
February 13, 2026.
BACKGROUND:
Non-profit organizations are permitted by state statute to apply for temporary liquor licenses for
events, usually fundraisers, in order to sell liquor without applying for a full-year liquor license.
The Prior Lake Chamber of Commerce, a 501c3 non-profit, and the VFW Post 6208 are planning
a wine, beer and spirits tasting event taking place in the common area of Southlake Village Mall.
The Prior Lake VFW Post 6208 plans to sell tickets for this event. In order to serve alcohol at their
event, a temporary on-sale intoxicating liquor license is required.
The Police Department has reviewed the temporary liquor license application to ensure that all
requirements and issues concerning liquor compliance and public safety have been met
FINANCIAL IMPACT:
The Prior Lake VFW has paid the $75.00 temporary on-sale intoxicating liquor license fee.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to approve a temporary liquor license
for the Prior Lake VFW for February 13, 2026.
2. Motion and second to remove this item from the consent agenda for additional
discussion.

RESOLUTION 26-
RESOLUTION APPROVING A TEMPORARY INTOXICATING LIQUOR
LICENSE FOR THE PRIOR LAKE VFW POST 6208
Motion By: Second By:
WHEREAS, the Prior Lake Chamber of Commerce and the Prior Lake VFW Post 6208 are planning a beer,
wine and spirits tasting event at the Southlake Village Mall, 16290 Highway 13 S. Prior Lake;
and
WHEREAS, State statute allows non-profit organizations to apply for temporary on-sale intoxicating liquor
licenses as a means to raise funds for their organizations; and
WHEREAS, the Prior Lake VFW Post 6208 is planning to sell tickets to the tasting event; and
WHEREAS, the Prior Lake Police Department has completed background checks to ensure all temporary
liquor license requirements have been met.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
as follows: The temporary liquor license as outlined above for the Prior Lake VFW Post 6208 will be approved
per the recitals set forth above and incorporated herein, service and consumption of alcohol is limited to a
fenced in area, and proof of liquor liability insurance as prescribed by M.S. Section 340A.409 to cover this
event has been received.
