1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Churchill and
Hellier. Absent: Lake. Also were City Manager Wedel, Police Chief Duggan, Fire Chief Steinhaus,
Assistant City Engineer Schwarz and City Clerk Simon in attendance.

B. Resolution Adopting the Assessment Roll for the Northwood Road Area Project – Phase
1 (2026-01); Resolution Receiving Bids and Awarding the Contract for the Northwood Road
Area Project – Phase 1 (2026-01)
Assistant City Engineer Schwarz presented the item.
Braid: City of Prior Lake is AAA bond rated; this helps keep interest rates down. When the City
sells these bonds, If the city gets a lower rate, we will add 2%, correct?
Schwarz: That is correct
Briggs: Questioned how the assessments were calculated for the different colored areas on the
map that was presented.
Schwarz: The blue area on the map is set by a fee schedule.
Briggs: So, would there be a fixed amount based on the type of home?
Schwarz: Yes, that is correct
Briggs: How are the assessments on the yellow parcels calculated?
Schwarz: Yellow areas are reclamation areas. So, the assessment was based on 40% of the cost
of this process and applied to all the houses in the reclamation area on a per unit basis.
Briggs: The pink area was calculated, and it was brought to the subcommittee, please share the
discussion that happened.
Schwarz: Consulting engineer’s assessment estimate was higher than past assessment amounts
seen in Prior Lake. A benefit appraisal was therefore completed for the area and determined what
an appropriate assessment would be based on the special benefit. The special benefit amount was
lower than the assessment based on the engineer’s estimate. Both assessment numbers were
brought to the assessment committee, and the appraised amount was ultimately approved.
Briggs: Total cost is 9.1 million and the contributing funds come from Ad Valorem funds or Assess-
ment funds. Council has done a great deal of work to generate additional funding sources for these
projects.
Wedel: The franchise fee agreement was amended several years ago and now adds an extra fee
on gas and electricity bills. That additional revenue goes directly into this fund which can only be
used for streets. The PIR (Pavement Improvement Revolving) fund also helps cover the cost of
these types of projects. Neither of these funding sources existed eight years ago.

Wayne Morki ,15774 Island View Road: How did you assess the properties from the end of Is-
land View Circle NW to determine the amount? There is a large road before it even gets to us
where they have access to both sides of the road.
Robert Schultz, 15982 Island View Road: Question on the payment schedule, concerned about
the increase this assessment adds to the current mortgage payment. Would like it to be divided
per month into a more even and more affordable amount. The schedule is not affordable.

Wedel: The assessments are based on the level of improvement on your street. The most expen-
sive being a full reconstruction of the street. The lower amounts are for reclaim or mill and overlay
which are less construction intensive and ultimately less expensive. The way assessments are done
are through a benefit appraisal. This process confirms that the assessment will consistent with the
increase in your property value when the project concludes.
Briggs: Lineal footage is not utilized in financial assessments.
Assistant City Engineer: We do a residential equivalency unit assessment. Where each home
that has their driveway access onto one of the streets within the project is included. 40 percent of
the overall project cost is divided evenly between all the houses.
Wedel: Second question - can the payment schedule be altered? The city does not have the ability
to structure the assessment payment differently. An alternative would be for individual homeowners
to acquire financing through other means such as a home equity line of credit or refinancing their
mortgage.

Braid: This project has been pushed out multiple times because of the expense, and we broke it
down into 3 phases to help lessen the expense. Assessments will be fifteen percent of the total
project cost. These projects are necessary to maintain our infrastructure and house values. Cer-
tainly, understand finance stress and the council and staff have worked hard to get this number to
an approachable amount. Cannot continue to push it off as it will only get more expensive in the
years to come
Briggs: Assessment methodology is how the city goes about these projects and how we share the
cost. This payment schedule is what the city can offer. The city has done a great job at lowering the
assessment as much as possible.
