RECOMMENDED ACTION:
Adopt a resolution approving a work order for construction materials testing for the Northwood
Road Area Phase 1 Project (2026-01).
BACKGROUND:
Phase 1 of the Northwood Road project includes reconstruction, full-depth reclamation, and mill
& overly to 3.6 miles of roadway in the Northwood Road area, as well as the addition of a sidewalk
on the west side of Fremont Ave NW.
The City Council approved a work order in the amount of $1,516,412 with Bolton & Menk (BMI)
at the August 26, 2025 city council meeting to provide general engineering services for all three
phases of the Northwood Road project. The existing work order with BMI does not include
construction materials testing. WSB LLC, a member of the city’s consultant pool, has submitted
a proposal in the amount of $49,165 to provide the construction materials testing in coordination
with Bolton & Menk as the lead consultant on this project.
Staff recommend Council approval of this work order with WSB LLC to provide construction
materials testing for this project.
FINANCIAL IMPACT:
The work order with WSB LLC will fit within the currently approved project budget of $9,179,095,
of which 25% is set aside for administration and Engineering. This is well within the customary
range for engineering services for a project of this size and scope. The 2026 CIP includes
sufficient funding for this project.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution approving a work
order for construction materials testing for the Northwood Road Area Phase 1 Project
(2026-01).
2. Motion and second to remove this item from the consent agenda for additional
discussion.

A RESOLUTION APPROVING A WORK ORDER FOR CONSTRUCTION MATERIALS
TESTING FOR THE NORTHWOOD ROAD AREA PHASE 1 PROJECT (2026-01)

WHEREAS, the 2026 Capital Improvement Program (CIP) includes funding for the
Northwood Road Area Phase 1 Project; and
WHEREAS, WSB LLC, a member of the city’s consultant pool, has provided a proposal in
the amount of $49,165 to provide construction materials testing in coordination
with Bolton & Menk as the lead engineering consultant on this project; and
WHEREAS, the work order with WSB LLC will fit within the currenlty approved project
budget of $9,179,095, of which 25% is set aside for administration and
Engineering; and
WHEREAS, Staff recommends executing a work order with WSB LLC in the amount of
$49,165 to provide construction materials testing.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to execute a work order with WSB LLC
in the amount of $49,165 to provide construction materials testing for the Northwood Road
Area Phase 1 Project (2026-01).
3. The funding for this project is included in the 2026 CIP.

WSB & ASSOCIATES, INCORPORATED, dba WSB LLC
This work order (“Work Order”) is issued on this 24th day of March, 2026 by the City of Prior
Lake (“City”) pursuant to the Public Works Consultant Pool – Master Agreement dated April 20,
2020 and as amended February 24, 2025 (“Contract”) between the City and WSB & Associates,
Incorporated, dba WSB LLC (“Consultant”).
Based on the mutual promises and covenants set forth herein, the sufficiency of which are
hereby acknowledged, the City and Consultant agree as follows:
1.Scope of Work Order. Consultant agrees to provide, perform and complete all the services
requested by the City in this Work Order and attached Exhibit 1 (“Work”), which Work shall
be subject to the terms and conditions of this Work Order and the Contract.
2.Term of Work Order. All Work requested by this Work Order shall be completed by
December 31, 2026.
3.Compensation for Work Order. City agrees to pay the Consultant an amount not to
exceed $49,165 as full and complete payment for the Work requested by this Work Order.
4.Consultant Representative. Consultant has designated Emily DeSchepper to manage the
Work Order subject to the supervision of Consultant’s representative.

Dear Mr. Schwarz,
WSB is pleased to present this proposal to provide professional services for construction materials
testing Northwood Road Area Street & Utility Improvements - Phase 1 project. The following
includes our understanding of the project, an outline of the scope of work, and a fee estimate for
our services.
PROJECT INFORMATION
It is our understanding that this project will consist of street and utility improvements including full
depth reclamation, aggregate base placement, bituminous placement, concrete placement, and
utility improvements. The following documents were received and reviewed to aid in the
development of our proposed cost estimate. Special inspections will be provided in accordance
with the documents outlined below.
•Project Plans, dated December 19, 2025
•Project Manual, dated December 9, 2025
WSB is the Geotechnical Engineer of record for this project and has a strong working relationship
with the City of Prior Lake. We will work with Bolton-Menk on this project to deliver materials
testing for the City. Our team will coordinate closely with the Bolton-Menk contract administration
staff to ensure all project specifications are followed and requirements are met.
Enclosed is a Cost Estimate totaling $49,165.00 for the various phases of the work being
proposed. If there are additional services necessary for this project that are not included in the
Cost Estimate we would be happy to discuss how WSB can assist.
We look forward to continuing our partnership with the City of Prior Lake to finish the delivery of
the Northwood Road Area Street & Utility Improvements project. Upon approval of this estimate,
we can move forward with required contract documentation for the project.
