RECOMMENDED ACTION:
Adopt a resolution approving the Minnesota Department of Natural Resources Local Trail
Connection grant application submittal for Trail Segment 2 (150th Street SE to Fish Point Rd)
and authorizing staff to provide a letter of support.
BACKGROUND:
The Parks Master Plan identifies high-priority trail and sidewalk projects to complete gaps in the
city’s trail and sidewalk system. Trail Segment 2 (150th Street SE to Fish Point Rd) has been
identified as a critical trail connection that, when complete, will provide the following:
• A full trail connection along TH 13 from Fish Point Road to CSAH 42
• A connection to Twin Oaks and Hidden Oaks middle schools
• Trail access to/from the downtown district of Prior Lake
The estimated project cost for the construction of this trail segment is $980,000. Staff have
identified a funding opportunity for local trail connections through the Minnesota Department of
Natural Resources (DNR) local trail grant program. Local trail projects are eligible for up to
$250,000 in grant funding through this program. This is an annual program, and applications are
due to the DNR by March 31, 2026. Funding through this program is for FY 2027 and all work
must be completed no later than June 30, 2028.
FINANCIAL IMPACT:
The attached resolution supports the submittal of a grant application in the amount of $250,000
and indicates the city’s support for the funding of local costs in the amount of $730,000 and
compliance with all grant award requirements. The remaining $730,000 of the estimated local
costs are proposed to be funded with city Park Dedication funds and Federal grant funds, if
awarded.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution approving the
Minnesota Department of Natural Resources Local Trail Connection grant application
submittal for Trail Segment 2 (150th Street SE to Fish Point Rd) and authorizing staff to
provide a letter of support.
2. Motion and second to remove this item from the consent agenda for additional
discussion.

RESOLUTION FOR APPROVAL OF MINNESOTA DEPARTMENT OF NATURAL
RESOURCES LOCAL TRAIL CONNECTIONS GRANT APPLICATION SUBMITTAL
AND
AUTHORIZATION FOR STAFF TO PROVIDE A LETTER OF SUPPORT

WHEREAS, the City of Prior Lake supports the grant application made to the Minnesota
Department of Natural Resources for the Local Trail Connections Program. The application is to
construct the TH 13 Trail Segment 2, consisting of approximately 0.7 miles of paved trail along
Trunk Highway (TH) 13 from 150th Street SE to Fish Point Rd; and
WHEREAS, the proposed improvement is included in the City of Prior Lake 2040 Park & Trail
System Plan; and
WHEREAS, the City of Prior Lake recognizes that it has secured $730,000 non-state cash
matching funds for this project.
NOW, THEREFORE, BE IT RESOLVED, if the City of Prior Lake is awarded a grant by the
Minnesota Department of Natural resources, the City of Prior Lake agrees to accept the grant
award and may enter into an agreement with the State of Minnesota for the above referenced
project. The City of Prior Lake will comply with all applicable laws, environmental requirements
and regulations as stated in the grant agreement, and
BE IT FURTHER RESOLVED that the applicant has read the Conflict of Interest Policy
contained in the Local Trail Connection Grant Manual and certifies it will report any actual,
potential, perceived, or organizational conflicts of interest upon discovery to the state related to
the application or grant award.
BE IT FURTHER RESOLVED, the City Council of the City of Prior Lake names the fiscal
agent for the City of Prior Lake for this project as:

BE IT FURTHER RESOLVED, the City of Prior Lake hereby assures TH 13 Trail Segment 2
will be maintained for a period of no less than 20 years.
