RECOMMENDED ACTION:
Adopt a resolution approving a Temporary Liquor License for the Church of St. Michael on April
25,2026.
BACKGROUND:
The Church of St. Michael is planning a spring event, Aprilfest, on April 25th, 2026. This event
will be held on the St. Michael parish campus with indoor activities held at the Church, Archangel's
Hall (lower level of the Church), with outdoor activities held in the Church parking lot. Bands will
play outside in the Church parking lot, in a tented area and the event will be open from 11:00 a.m.
until 7:00 p.m.
St. Michael's has already been approved for a community event permit and a temporary gambling
permit which allows them to offer bingo, pull tabs, and raffles.
FINANCIAL IMPACT:
The Church of St. Michael's has paid the $75 license fee for this event.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to approve a temporary liquor license
for the Church of St. Michaels for April 25, 2026.
2. Motion and second to remove this item from the consent agenda for additional
discussion.

RESOLUTION 26-
A RESOLUTION APPROVING A TEMPORARY ON SALE LIQUOR LICENSE FOR THE CHURCH OF
ST. MICHAEL, APRIL 25, 2026
Motion By: Second By:
WHEREAS, the Church of St. Michael will hold a spring event, Aprilfest, on the St. Michael parish campus
on April 25, 2026; and
WHEREAS, State statute allows non-profit organizations to apply for temporary on-sale liquor licenses to
raise funds for their organizations; and
WHEREAS, the Church of St. Michael is planning to sell wine and beer as part of the Aprilfest; and
WHEREAS, the Prior Lake Police Department has completed background checks to ensure all temporary
liquor license requirements have been met.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. A temporary on-sale liquor license is granted to the Church of St. Michael, 16400 Duluth Ave SE.
3. This license shall be valid on April 25, 2026.
4. Service and consumption of alcohol is limited to a fenced-in tented area.
5. All liquor servers shall receive training prior to the event.
6. The Church of St. Michael shall provide proof of liquor liability insurance as prescribed by M.S. Section
340A.409 to cover this event.
