CALL TO ORDER Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Churchill, Lake and Hellier. Absent: None. Also were City Manager Wedel, Police Sergeant Englin, Community Development Director McCabe, Public Works Director/ City Engineer Monserud, City Attorney Kendall and Deputy Clerk Kooiman in attendance. 2.
