ITEM: 5B
CITY COUNCIL AGENDA REPORT
MEETING DATE: July 14, 2026
PREPARED BY: Christine Watson, Public Works Supervisor – Administration
Josh Eppen, Facilities Manager
PRESENTED BY: Nick Monserud, Public Works Director/City Engineer
AGENDA ITEM: Resolution Receiving Quotes and Awarding a Contract for Lighting
Updates at the Library
RECOMMENDED ACTION:
Adopt a resolution to receive quotes and award a contract for lighting updates at the Library.
BACKGROUND:
The Library currently has numerous light fixtures (chandeliers) that are outdated and no longer
functioning properly. Staff solicited quotes to remove the old light fixtures and replace them with
more efficient, updated fixtures. The following two quotes were received:
Company Quote
Cal-Tex Electric, Inc. $43,100
Master Electric $47,890
The attached quotes include the specific details about the project. Staff recommend awarding a
contract to Cal-Tex Electric, Inc. in the amount of $43,100 to complete the lighting updates at the
Library.
FINANCIAL IMPACT:
Funding for this project will come from the unused portion of the $150,000 that was originally
budgeted for sprinkler system maintenance at Club Prior/Library (440-45500.00-55050.00). The
sprinkler system maintenance was completed under budget so there are sufficient funds
remaining to cover the lighting updates.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution to receive quotes
and award a contract for lighting updates at the Library.
2. Motion and second to remove this item from the consent agenda for further discussion.

liability for any equipment supplied by others that is not adequately sized/rated for the available short circuit
current. Be advised that the variability in the commodities markets may have an impact on our ability to hold some
material pricing for your projects. In most cases Cal-Tex Electric, Inc. has been able to lock in pricing on recently
awarded projects, however, any Project that has not had a subcontract issued to Cal-Tex Electric, Inc. may run the
risk of an increrase until we can lock in those prices. The sooner Cal-Tex Electric, Inc. recieves a subcontract the
sooner we can protect the materials pricing used to formulate our proposal. Another way to lock pricing is by the
issuance of a “Notice to Intent to Award Subcontract.” Especially if it takes longer than 30 days from receiving our
proposal to the formal issuance of the subcontract. Cal-Tex Electric, Inc. is proactivly and dilligently taking all steps
necessary to lock in pricing that could be affected by these conditions and will advise each of our customers on a
case by case basis of any adjustments to our current contract amounts as a result of upward materials costs as a
result of the current commodities instability. Cal-Tex Electric will not be responsible for nor accept any liability, for
leaks, negated warranty or other liabilities, damage, disruption, or failure of any kind due to the routing of conduit
to service the Roof Top Units (RTU’s) through the bottom of the unit. Pricing and bid schedule of this proposal do
not consider possible labor or material shortages, shipping delays, schedule delays, government orders, or any other
delay or encumbrance related to the current instability of the commodities market and the world-wide supply chain
disruptions. Cal-Tex Electric, Inc. will NOT be responsible for the off-loading, storage, cartage, loading, placement or
handling of any equipment or materials that are furnished by others and subsequently installed by Cal-Tex. Cal-Tex
Electric, inc. will provide pricing for these services via a change order proposal upon Customers written request. If
you have any questions please feel free to contact your Cal-Tex Electric Project Manager or Matt Trevis, Chief
