AGENDA ITEM: Resolution Receiving Quotes and Awarding a Contract for SCADA
Fiber Installation
RECOMMENDED ACTION:
Adopt a resolution to receive quotes and award a contract for SCADA fiber installation.
BACKGROUND:
The CIP includes $500,000 per year from 2025 - 2029 for SCADA upgrades at all of the city’s
wells, lift stations, water storage towers, and the treatment plant. SCADA is the Supervisory
Control and Data Acquisition system that unifes all the commuications and operating capabilities
between the various facilites and staff. One of the critical steps to updating our SCADA
infrastructure is to get fiber connections to each location.
The City is part of the Scott County fiber network and is therefore required to use the vendor
designated by the County, Electrical Production Services (EPS), for any expansion of the network.
Staff solicted quotes from EPS to install fiber at three locations – the north water tower, the south
water tower, and the Summit booster station. The following quotes were received:

Total $62,409
Staff recommends awarding a contract to Electrical Production Services in the amount of $62,409
to install fiber at the three locations noted above.
FINANCIAL IMPACT:
Funding for this project will come from the 2026 CIP funding for SCADA updates (604-49450.00-
55580.00).
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution to receive quotes
and award a contract for SCADA fiber installation.
2. Motion and second to remove this item from the consent agenda for further discussion.

A RESOLUTION RECEIVING QUOTES AND AWARDING A CONTRACT FOR SCADA

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes a contract with Electrical Production Services in the amount of
$62,409 for SCADA fiber installation.
3. Funding will come from the 2026 CIP (604-49450.00-55580.00).
