CITY COUNCIL MEETING MINUTES
June 23, 2026
1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Churchill,
Lake and Hellier. Absent: None. Also were City Manager Wedel, Finance Director Klekner,
Commander Englin, Public Works Director/City Engineer Monserud, Community Development
Director McCabe and City Clerk Simon in attendance.
2. PUBLIC FORUM
Ralph Hollanda 4671 Tower Street SE – Spoke on the Mediacom monopoly. Comcast is coming
within next 15 months. Wondering why Mediacom is so expensive compared to Comcast. Lives
near post office. Intersection near Tower Street/post office is in horrible condition, as well as sur-
rounding roads.
City Manager Wedel: The city has heard from residents that they want alternate cable and internet
providers. As a city, we do not dictate their service prices but having 3 providers to choose from
helps see the competitive service prices by providers. Relating to the streets; the City Council just
reviewed the capital improvement plans, which include a street repair assessment. The city has a
rating scale for street conditions to determine what needs placement when. This year we are focus-
ing on Northwood Road area but will discuss with Public Works Director about this specific street
section.

B. Resolution Determining a Commercial Marina Expansion Does Not Meet the Threshold
for Environmental Review per Minn. Rule 4410.4300. Subp.25
Community Development Director McCabe presented the item
Braid: Boatslips in Prior Lake get people’s attention. This clearly doesn’t meet the threshold. Will
be in support of the resolution tonight.
Hellier: If a review were to happen what would the details look like.
McCabe: Not exactly sure but an estimate would be anywhere from 6-9 months. EAW would be
the first set with a study of a larger area. They would be looking at different environmental factors
that could be affected.
Briggs: The DNR that would provide permits for this Marina, how does this come to city council
and if not mandatory what would it be classified as.
McCabe: Council could order a digressionary EAW if they saw fit too. This permit is managed by
the DNR because it is labeled as a commercial Marina.
Churchill: What does the Cost of an EAW be for the city
McCabe: There would be no cost to the city. If would be a fee that would pass through to the
applicant.

nary Planned Unit Development (PUD) Plan and PUD Overlay District for a Development to
be known as Marlow Ridge and Resolution Approving a Preliminary Plat for Marlow Ridge
Second Addition
Community Development Director McCabe presented the item
Braid: All the streets are public and was apperceive of all the components of this new neighborhood
and that any issues that have came up have already been addressed. Thanked McCabe for all the
work that has gone into this.
Lake: We often don’t think of all the work that happens. Just wanted to thank the staff for all of the
hard work they have done.
Briggs: Wanted to thank the family. Also wanted to thank the developer for including the details
that have been added to the city with this development. Based on what we are hearing can you
comment on the parking situation for this neighborhood
Mr. Hoyer with Pulte Homes: We base this on past experiences and this neighborhood more than
what cities require. We as a company are very comfortable with this.
