BACKGROUND: The City operates 41 sanitary lift stations that manage the wastewater conveyance into the Metropolitan Council system for treatment at the Blue Lake wastewater treatment plant in Shakopee. Our existing Supervisory Control and Data Acquisition (SCADA) system for sanitary sewer provides monitoring capabilities only, but not the desired remote control capabilities. On July 17, 2023, the City Council approved a work order with Barr Engineering to conduct an evaluation of the City’s SCADA system for both the water supply system and the sanitary sewer system. Barr Engineering provided city staff with a report of recommendations in August 2024. This report outlined the changes that are needed at each lift station to fully integrate them into the SCADA system. In accordance with Barr recommendations, staff is proposing panel replacements at three (3) lift stations in 2027: Boudins, Flint, and Watersedge. Awarding the contract now will ensure enough lead time to have the equipment available for installation in 2027. This will bring the total number of lift stations that are fully integrated into the SCADA system to 13 (out of 41). Staff have received a quote from Total Control Systems, Inc. in the amount of $154,285 to provide, install, and program the new control panels at the Boudins, Flint, and Watersedge lift stations. The staff at Total Control Systems, Inc. have performed a significant amount of work on our sanitary sewer system components in the past and are familiar with the current setup and programming, including the master telemetry unit which was updated in February 2024. Using a single-source contractor for this type of work is desirable to maintain consistency, continuity, and efficiency for this critically important function of wastewater management. FINANCIAL IMPACT: The Sewer Utility Fund includes $500,000 per year from 2025 - 2029 for SCADA upgrades in both the water and sewer systems. There will be some additional charges (estimated to be $7,500 or less) for electrical work once the new panels are installed. ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution to receive quotes and award a contract for control panel replacement at three city lift stations. 2.
