AGENDA ITEM: Resolution Reappointing Members to Serve on the City of Prior Lake
Planning Commission
RECOMMENDED ACTION:
Approval of a resolution reappointing Bryan Fleming and Shelley Schmokel to serve on the City
of Prior Lake Planning Commission.
BACKGROUND:
The Prior Lake Planning Commission is comprised of five regular members and two alternate
members appointed by the City Council. Alternate members may attend all meetings and
participate in all discussions but may participate in the voting process (to include the making and
seconding of motions) only if a regular member of the Commission is absent.
Commissioners serve three year overlapping terms beginning November 1st and ending October
31st. Commission members may serve additional terms upon approval by the Prior Lake City
Council based upon satisfactory attendance and participation, continued residence within the
corporate limits of the City of Prior Lake, and in accordance with the term limit policy established
in the Planning Commission Bylaws.
On October 28, 2025, the City Council appointed planning commissioners to staggered terms,
including two new regular members, two new alternate members, reappointment of two regular
members and appointment of one regular member who was previously an alternate
commissioner.
Current Circumstances
Section 205 (2) of the Planning Commission Bylaws states, if an appointed member of the
Commission reaches the end of a three-year term and is eligible for reappointment, the City
Council Liaison and Commission Chair, or Commission Vice Chair in the event the Chair position
has reached the end of a term, shall determine if eligible incumbents shall be put forward for
reappointment or if the vacancy shall be opened for public application. If the City Council Liaison
and Commission Chair, or Commission Vice Chair in the event the Chair position has reached
the end of a term, determines the position shall be opened to public application, additional steps
are followed.
Commissioner Fleming was appointed to a one-year staggered term as a regular member of the
commission with a term expiring on October 31, 2026. Commissioner Schmokel was appointed
to a one-year staggered term as an alternate commissioner with a term expiring on October 31,
2026. Both commissioners have served less than three consecutive terms and are eligible for
reappointment; both have expressed interest in serving another term.

reappointment of Bryan Fleming, as Mr. Fleming serves as the Planning Commission Chair. City

Council Liaison Hellier and Commission Chair Fleming have recommended the reappointment of
Shelley Schmokel.
FINANCIAL IMPACT:
Per meeting compensation is paid to commissioners and is included in the 2026 & 2027 budgets.
ALTERNATIVES:
1. Motion and second, as part of the consent agenda, approving a resolution reappointing
Bryan Fleming as a regular member of the Planning Commission and Shelley Schmokel
as an alternate member of the Planning Commission.
2. Remove this item from the consent agenda for additional discussion.

A RESOLUTION REAPPOINTING MEMBERS TO SERVE
ON THE CITY OF PRIOR LAKE PLANNING COMMISSION
Motion By: Second By:
WHEREAS, the current terms of planning commissioners Bryan Fleming and Shelley Schmokel will
expire on October 31, 2026; and
WHEREAS, Section 205 (2) of the Planning Commission Bylaws state, if an appointed member of the
Commission reaches the end of a three-year term and is eligible for reappointment, the
City Council Liaison and Commission Chair, or Commission Vice Chair in the event the
Chair position has reached the end of a term, shall determine if eligible incumbents shall
be put forward for reappointment or if the vacancy shall be opened for public application.
If the City Council Liaison and Commission Chair, or Commission Vice Chair in the event
the Chair position has reached the end of a term, determines the position shall be opened

WHEREAS, Bryan Fleming and Shelley Schmokel have expressed interest in serving an additional
three-year term on the planning commission; and
WHEREAS, City Council Liaison Hellier and Planning Commission Vice Chair Fenstermacher have
recommended Bryan Fleming be put forward for reappointment; and
WHEREAS, Council Liaison Hellier and Planning Commission Chair Fleming have recommended
Shelley Schmokel be put forward for reappointment.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein as if fully set forth.
2. That the following individual is appointed to fill the following term as a regular member of the Prior
Lake Planning Commission:
